How do I turn on the filmmaker tools?

Make the website a Filmmaker website: choose Filmmaker when you add it, or open the website, then Site Settings, General, and check Filmmaker under What this website is. A Filmmaker website has Films under Pages & Content in its menu, and the Filmmaker Blocks section in the website builder. The other kinds can stay checked too. Unchecking Filmmaker later stops new filmmaker blocks from being added on that website. It does not delete films or remove blocks already published on it.
