a few months ago we got a tip that some

kids were stealing marijuana from a guy

that had a marijuana grow operation and

we did a follow-up investigation we got

enough for a search warrant we went into

the house and there were three mobile
00:02:28
homes set up as a growing operation and
00:02:31
while we were doing the process of
00:02:33
tearing apart the grow operation we
00:02:35
found some videotapes and i found one
00:02:36
that was really interesting it said bozo
00:02:38
bubblegum and i assumed it was a child's
00:02:40
tape and reviewed the other videotapes
00:02:42
while i'm writing my arrest affidavit
00:02:43
for the defendant and when i got done i
00:02:46
put the last bozo bubblegum tape in
00:02:48
there and it was my defendant with a
00:02:49
clown mask on it was obvious was our
00:02:51
defendant he didn't have a shirt on he
00:02:53
had a really unique body a large pot

belly was sticking out we knew this was

our guy

and i thought oh my gosh this is great

so i watched the whole tape and during

the tape he introduced himself as i'm

bozo bubble gum i'm going to show you

how to clone marijuana plants and we

brought him inside

and he saw the tape rolling i pointed

out to him he lost all the color in his

face he just knew that we had everything

individual inside of belk's department

store in burlington north carolina

he's in there and he's looking around

some of the merchandise in the process

of filling out a credit application he

sits down fills out complete correct and

accurate information on this particular

credit application uh submits it shortly

thereafter commits a large steam steals

various items from the store as he walks

out some of our officers working

security there pursuing chasing down

across the parking lot to make an

apprehension obviously in this

particular case had he gotten away we

found out he had given us his correct

name address date of birth and telephone

obviously this guy did not obtain the

he got a little cut on his head and

after he was in handcuffs he

brazenly pointed out you didn't have to

that a citizen in our city billy

was selling narcotics

so i started to frequent his house a lot

and during this time the animal control
00:08:35
officer had issued him several citations

for having too many animals

these citations went to warmth

billy told the animal control officer
00:08:46
that he was cold
00:08:47
and asked if he could step back in the
00:08:49
house and get a coat
00:08:51
down control officer said oh yeah sure

and i'm thinking oh no if he had any

dope on him he's getting rid of it
00:08:59
so i went ahead and arrested him on the
00:09:01
animal control warrants and he had about
00:09:04
100 grams of methamphetamine

in his pants pockets

he told me
00:09:10
that he had gone back into the house
00:09:13
to get
00:09:14
the drugs so that his friends wouldn't
00:09:16
steal him for him from him while he's in
00:09:18
jail

that's why they call it dope

approximately two months later i had

occasion to visit with billy again

his neighbor called me a little old lady

and told me that someone was stealing

her electricity

when i first heard this i thought yeah

right they're carrying it out buckets

right but anyway i get there and she

said no no no come look

and her on the outside of her garage was

an external electrical plug

and plugged into this was an ex an

orange extension cord

and it was running over towards billy's

house so i walked around to the back of

the house and there's billy out there

cooking on a little campfire

in the in the backyard outside his back

and i asked him i said

i have to cook them on the

i arrested him for theft of utilities

both of the times that i arrested billy

he had five hundred dollars in his

pocket the first time and six hundred

got a couple of good guys i get up there

they're looking into this car they get a

their car and they drive off so i go

know my sergeant everybody gets on and

about a year ago i wanted to make a

traffic stop down south near san luis

he was speeding about 75 miles per hour

in a 50 mile per hour zone turned on my

emergency lights the vehicle pulled over

as i was about to step out the vehicle

took off i remember a right front
00:15:35
passenger waved at me as she was driving
00:15:36
away

then turned on my siren we followed him

i radioed ahead to the san luis police
00:15:40
department that i was in a pursuit they

set up spikes near their town and the

vehicle ran over the spikes the vehicle

stopped the driver took off running the

san luis police department ran after the
00:15:50
driver

myself and other san luis police units

took the rest of the passengers out at

gunpoint ordered them to get on the

passengers that i had at gunpoint

weren't doing what i was telling them to
