What has to exist before a podcast can be searched this way?

A transcript. A transcript is the text version of the speech and non-speech audio needed to understand a recording, and it is the substrate everything else is built on. Without it there is no text to segment, no segment to turn into a vector, and nothing to point a timestamp at. The transcript comes first; search is a layer on top of it.
