the chairman of the FCC which oversees

Telecom Media Tech type issues uh and a

big thing that you deal with all the

time is broadband so from your
00:00:34
perspective how's the US doing on
00:00:38
broadband well we've uh focused the FCC
00:00:41
on broadband because wired and wireless
00:00:43
Broadband high-speed internet is our
00:00:46
Central platform for economic growth and
00:00:49
Innovation for years to come uh in many
00:00:53
many ways things are going really well
00:00:57
for the US when it comes to broadband so
00:00:59
think about where we were four years ago
00:01:01
if we were talking about mobile
00:01:03
broadband we would have been talking
00:01:06
about mobile Innovation and we would
00:01:07
have been saying hey in Japan and South
00:01:10
Korea uh there's incredible mobile
00:01:12
innovation in Europe they're ahead of us
00:01:14
on 3G infrastructure so Flash Forward
00:01:17
now uh the US has regained Global
00:01:21
Leadership in mobile broadband uh on
00:01:25
infrastructure the US is the first
00:01:27
country in the world getting to scale
00:01:30
at 4G LTE the next generation of mobile
00:01:34
broadband no one else at scale is even
00:01:36
close so we are the world's tested for
00:01:39
4G LTE applications and services on the
00:01:43
Innovation side it's a completely
00:01:44
different world you know around the
00:01:46
country they're using American apps
00:01:48
whether it's Twitter Facebook or Google
00:01:52
uh that's what the rest of the world is
00:01:54
using a major change in four years and
00:01:58
then think about uh operating systems so
00:02:01
four years ago the percentage of mobile
00:02:04
devices globally that had americanmade
00:02:06
operating systems was under 20% today
00:02:09
it's over 80% that's a very very fast
00:02:12
change and so we uh uh are strongly
00:02:17
positioned to continue to lead the world
00:02:20
when it comes to mobile broadband uh an
00:02:23
incredibly important platform for
00:02:25
Innovation and economic growth but we
00:02:28
have some real challenges in order to
00:02:30
keep that going so talk a little bit
00:02:32
more about some of the things that the
00:02:34
agency has done over the past several
00:02:35
years to promote that kind of broadband
00:02:37
growth and and what are you doing right
00:02:38
now going forward I know there's a lot
00:02:40
of talk about a spectrum crunch about
00:02:42
not enough capacity going forward so
00:02:44
what's what's on the table well you know
00:02:46
one of the things that that that we did
00:02:48
at the FCC uh starting four years ago
00:02:51
was focus on broadband focus on the
00:02:52
opportunities focus on the challenges
00:02:55
you know uh uh uh making sure that we
00:02:57
were removing barriers to
00:03:00
Broadband buildout whether wired or
00:03:03
Wireless uh uh freeing up Spectrum for
00:03:05
mobile broadband uh spectrum is you know
00:03:08
the invisible infrastructure that makes
00:03:10
this all work um uh one of the things
00:03:14
that's happened is that success around
00:03:17
mobile broadband is breeding a next
00:03:20
generation of problems so the more that
00:03:23
we use mobile broadband in the US the
00:03:25
more that we use datar applications and
00:03:28
services the more demand there is on
00:03:30
Spectrum well spectrum is a scarce
00:03:33
resource and Spectrum planning in the US
00:03:37
never anticipated this kind of demand so
00:03:40
we're in a global bandwidth race I I
00:03:43
think this race is like the Space Race
00:03:45
where uh uh the winner will see benefits
00:03:50
in terms of innovation and economic
00:03:52
growth that will last for years to come
00:03:54
every country around the world wants to
00:03:56
be the leader when it comes to broadband
00:03:58
we're in a strong position now but we're
00:04:01
going to run into a wall on spectrum
00:04:04
because the demand for spectrum is
00:04:06
vastly exceeding Supply and we've got to
00:04:10
both use the old policy tools in a
00:04:13
really smart way and develop new tools
00:04:16
to free up Spectrum to drive Spectrum
00:04:19
efficiency so that uh we can keep on
00:04:23
encouraging the growth and development
00:04:25
of the mobile economy so one of those
00:04:28
new tools is something called incentive
00:04:29
of auctions which uh the FCC just
00:04:32
launched the proceeding on a couple of
00:04:33
days ago can you talk a little bit about
00:04:35
what that process is and and what are
00:04:37
some of the benefits so we're we're
00:04:39
proud of this idea incentive auctions uh
00:04:42
you we don't uh here's what doesn't
00:04:45
happen when you when you get to the FCC
00:04:46
someone doesn't come and say hey welcome
00:04:49
to the FCC you're the chairman here's
00:04:51
the warehouse with all the Spectrum you
00:04:52
can put on the market and make everyone
00:04:54
happy that doesn't happen because all
00:04:55
the easy pickings on Spectrum have
00:04:57
already been taken and done and
00:04:59
auctioned so our challenge now is to
00:05:02
since we can't create new Spectrum
00:05:03
although hopefully we'll see tech
00:05:05
technology innovations that will help an
00:05:07
efficiency Etc um we have to identify
00:05:11
areas of underutilized spectrum
00:05:14
inefficiently utilized spectrum and
00:05:16
reallocate them to mobile broadband one
00:05:19
of those areas is broadcast television
00:05:22
Spectrum where historically we've
00:05:24
overallocated TV stations so that for
00:05:27
example in New York there are 28 full
00:05:29
power TV stations it doesn't make sense
00:05:32
um but how do you reallocate that
00:05:34
Spectrum to mobile broadband
00:05:36
particularly when that Spectrum the
00:05:39
broadcast Spectrum isn't National
00:05:43
uniform Spectrum it's a checkerboard of
00:05:46
spectrum in different markets using
00:05:48
different frequencies that isn't really
00:05:50
usable for mobile broadband so the
00:05:52
incentive auction idea is a mechanism to
00:05:56
give broadcasters an opportunity to
00:06:10

and you're using it on their networks
00:07:02
they have licensed spectrum and
00:07:05
exclusive use of the spectrum that
00:07:07
they've
00:07:08
licensed um when you're using your
00:07:10
device not on the cellular networks but
00:07:13
on
00:07:14
Wifi you're actually using spectrum that
00:07:17
was allocated on a different model and
00:07:20
that model is put it out there and let
00:07:22
any um uh innovator use it what we found
00:07:27
is that both models are very important
00:07:30
they both generate uh Innovation
00:07:33
investment economic activity and we need
00:07:36
to um uh continue to develop both models
00:07:41
uh so freeing up Spectrum for licensed
00:07:44
auction use has tremendous
00:07:46
value taking the unlicensed concept to
00:07:49
the next level I believe will have
00:07:51
tremendous value too and so in The
00:07:53
Proposal that we released on incentive
00:07:56
auctions the auction that we free up
00:07:58
primarily
00:08:00
will go to uh adding Spectrum to our
00:08:03
licensed mobile market where we really
00:08:06
need it but we've also identified
00:08:09
Spectrum to create for the first time a
00:08:12
national uniform band for unlicensed
00:08:15
Spectrum usable for
00:08:17
Broadband that will become part of a
00:08:19
balanced
00:08:20
ecosystem that will uh uh really help
00:08:24
Drive uh the mobile ecosystem and I also
00:08:27
think gives the US a unique
00:08:30
opportunity to be a world leader not
00:08:32
only in Spectrum policy but in the uh
00:08:37
Innovative uh Technologies and services
00:08:40
that are built on the Spectrum platform
00:08:43
so to take a step back and and ask about
00:08:45
Broadband in general including wired
00:08:47
Broadband one of the things that uh the
00:08:49
FCC did early on in your term was adopt
00:08:52
the so-called open internet rules
00:08:53
dealing with what what's often called
00:08:54
The Net Neutrality issue can you speak a
00:08:57
little bit about how that fits in with
00:09:00
this agenda that you're talking about on
00:09:01
broadband yeah you know what we want in
00:09:04
the United States is um a framework
00:09:08
rules of the road that drive massive
00:09:13
amounts of private investment and
00:09:16
Innovation both
00:09:18
to Edge early stage technology
00:09:22
innovators and disruptors and to the
00:09:26
Broadband networks wired and wireless
00:09:28
that carry the applications and
00:09:31
services uh when I got the job there was
00:09:34
a major war between technology companies
00:09:37
and internet service providers about net
00:09:40
neutrality it was a destructive war that
00:09:42
wasn't providing clear rules of the road
00:09:44
and was having a negative effect on
00:09:47
investment Innovation not a positive one
00:09:49
we developed uh a framework um that for
00:09:53
the first time put in place rules to
00:09:57
preserve internet freedom preserve the
00:10:00
ability of innovators to innovate to
00:10:04
come up with an idea put it on the
00:10:05
internet reach an audience and let the
00:10:07
market decide um whether it's a good
00:10:09
idea or a bad idea so the rules preserve
00:10:12
that first time we've ever had rules
00:10:14
like that in the United States so a very
00:10:16
big deal giving confidence to um uh apps
00:10:20
and services internet innovators while
00:10:23
also providing the certainty that the
00:10:26
network companies need to to invest in
00:10:30
their networks to upgrade them and to
00:10:32
give us faster speeds and so in the last
00:10:34
two years since we adopted this
00:10:36
framework we've seen an increase in
00:10:38
Innovation and investment across the
00:10:40
Broadband ecosystem uh in terms of you
00:10:43
know Innovative applications uh and
00:10:45
services uh we've seen uh uh rapidly
00:10:48
growing investment and unbelievable
00:10:50
Innovation we've also seen uh very
00:10:53
significant increases in investment in
00:10:56
wired and wireless Broadband networks
00:10:57
and we've seen both of this even in a
00:11:00
period uh characterized of course by a
00:11:02
very challenging economy mhm so what are
00:11:05
are there other ways that you look to
00:11:08
unleash that kind of uh competitive
00:11:10
energy of the market or or use Market
00:11:12
forces as opposed to having to tell
00:11:14
companies you do this and you do that
00:11:17
well uh the answer is yes we've adopted
00:11:20
uh an approach that recognizes the power
00:11:23
of free markets to drive investment and
00:11:27
innovation in uh value for consumers one
00:11:32
of the things that we worry about in
00:11:35
this space and it's always been an issue
00:11:37
in the space is whether uh there's the
00:11:41
competition we need to drive a
00:11:43
successful free market and uh that's
00:11:47
something that is an issue will remain
00:11:49
an issue now I'm a big fan of efficiency
00:11:54
enhancing transactions that are
00:11:56
consistent with a healthy robust uhet
00:11:59
market and in fact at the FCC in the
00:12:01
mobile space for example uh over the
00:12:04
four years that I've been there we've
00:12:06
approved uh literally hundreds of
00:12:09
transactions involving uh spectrum and
00:12:13
mobile companies and we've dramatically
00:12:16
increased uh uh the speed of our reviews
00:12:20
uh so they're happening much more
00:12:21
quickly and transactions are getting
00:12:22
through but we've also focused on
00:12:26
transactions that present compet ition
00:12:29
issues transactions that may require
00:12:32
Spectrum divestures or other conditions
00:12:34
and there was one transaction that we
00:12:35
thought this transaction was just over
00:12:37
the line it would significantly diminish
00:12:40
competition in the US hurting investment
00:12:44
hurting Innovation hurting consumers and
00:12:46
making it less likely that the free
00:12:48
market could work and we blocked that
00:12:51
transaction that was AT&T mobile right
00:12:53
so so last question going forward what's
00:12:56
your metric for Success how do we
00:12:58
understand how should someone understand
00:13:00
if if if you and the agency have
00:13:01
achieved your goals I think it's us
00:13:03
leadership in wired and wireless
00:13:05
Broadband uh We've regained Global
00:13:07
Leadership in a series of key metrics we
00:13:09
have the opportunity to continue that uh
00:13:12
but we have challenges that we can list
00:13:16
uh Spectrum crunch dealing with that
00:13:19
driving uh faster Broadband speeds in
00:13:22
the United
00:13:23
States uh preserving
00:13:25
competition uh we've got to keep working
00:13:28
on getting these right
00:13:29
so that we drive uh Broadband deployment
00:13:33
and adoption everywhere and that we do
00:13:36
it not just looking you know inside our
00:13:39
borders but
00:13:41
recognizing that we're in a global
00:13:43
bandwidth race that in today's world uh
00:13:46
talent and capital can flow anywhere in
00:13:48
the world and that we need for the us to
00:13:51
have a strategic bandwidth Advantage so
00:13:54
that the capital and the talent flow
00:13:56
here and we can continue to innovate on
00:13:58
the broad band platform as the world
