Forensic Files - Season 2, Episode 10 - Sealed with a Kiss (In HD)

September 24, 2025 / 22:04

This episode covers the harassment case against teacher Joanne Chambers, the investigation into threatening letters, and the trial of Paula Noraki.

In 1993, Joanne Chambers, a first-grade teacher at the Cool Ball Learning Center in Pennsylvania, began receiving anonymous hate mail filled with serious allegations. The letters escalated to threats and personal attacks, leading to an investigation by local authorities.

Paula Noraki, a fellow teacher, became a suspect after a reference to the school superintendent in the letters. Surveillance footage showed her taking Chambers' coffee cup, raising further suspicion. Both women took lie detector tests, with Noraki failing one crucial question.

As the investigation progressed, the letters continued, including death threats. Chambers reported a car trying to run her off the road, claiming she recognized Noraki as the driver. Noraki was arrested and charged with multiple offenses, but DNA testing later excluded her as the sender of the letters.

The trial revealed shocking DNA evidence linking Chambers to the threatening letters, leading to a not guilty verdict for Noraki. The episode concludes with reflections on the case's implications for justice and public perception.

00:00:09
For more than a year, angry, hateful
00:00:12
letters were sent to a first grade
00:00:15
school teacher in a small mountain
00:00:17
village in Pennsylvania.
00:00:20
Many were sexual in nature. Some
00:00:23
threatened violence.
00:00:27
When scientists analyzed the letters,
00:00:29
they found evidence that the stalker
00:00:32
knew a lot about the victim, more than
00:00:35
anyone could possibly imagine.

00:01:03
In 1993,
00:01:05
some hate mail began to arrive at the
00:01:08
Cool Ball Learning Center, a public
00:01:10
elementary school in the Pocono
00:01:12
Mountains in Eastern Pennsylvania.
00:01:15
The letters were unsigned and sent to
00:01:18
the principal making serious allegations
00:01:21
against a first grade reading teacher,
00:01:23
Joanne Chambers. She had been teaching
00:01:26
in the school district for the past 8
00:01:28
years.
00:01:33
>> Chambers brought pot into school and
00:01:35
then showed it in the faculty room just
00:01:36
like it was a big joke.
00:01:39
>> I thought it was
00:01:41
just somebody a disgruntled employee. I
00:01:43
just wanted to know who it was and I
00:01:44
thought it was a thing that you could,
00:01:45
you know, sit down with that person,
00:01:46
talk it out and fix it.
00:01:49
>> Soon, letters were sent to Joanne
00:01:51
Chambers herself at both home and at
00:01:55
school.
00:01:56
>> I can get you in one try. No one will
00:01:59
ever prove it. They may not think so,
00:02:01
but I'm smarter than all of you. You
00:02:04
stupid [ __ ]
00:02:05
>> Joanne Chambers was popular with
00:02:07
students and was an unlikely target of a
00:02:10
hate campaign. She was married with a
00:02:13
10-year-old son and had no known
00:02:15
enemies.
00:02:16
>> I can speak with uh assurance about
00:02:19
Joannne's teaching abilities. Uh she's
00:02:21
highly recommended by uh other teachers
00:02:24
in the district. Uh she was also highly
00:02:27
respected by parents. Uh she was an
00:02:29
outstanding teacher. All her
00:02:30
recommendations show that.
00:02:32
>> It appeared that someone had a grudge
00:02:35
against her.
00:02:37
>> Look in Chambers's desk. She seems to
00:02:39
like Jack Daniels.
00:02:41
Chambers found the whiskey bottle in her
00:02:44
desk drawer and said personal items were
00:02:47
missing.
00:02:49
>> There were things missing from my
00:02:50
drawers. The picture of my child and
00:02:54
myself and my friend and her daughter
00:02:56
was taken from my desk.
00:02:58
>> The police suspected that a fellow
00:03:00
teacher or school employee was sending
00:03:02
the letters since they often alluded to
00:03:05
activities going on inside the school.
00:03:08
One of the letters contained an
00:03:11
interesting clue. It was a snide
00:03:14
reference to the school superintendent
00:03:16
as Colonel Clink, a character in the
00:03:20
Hogan's Heroes television series. A
00:03:23
teacher in the school was once overheard
00:03:25
referring to the superintendent in this
00:03:28
way. Her name was Paula Noraki. Like
00:03:32
Joanne Chambers, Noraki also taught
00:03:35
first grade and had worked in the school
00:03:37
district for 18 years.
00:03:39
>> I was totally surprised. I was positive
00:03:42
that it wasn't anybody in the building
00:03:43
that it could be explained in some other
00:03:45
way.
00:03:47
>> The letters continued, but soon there
00:03:50
were other incidents. The first was
00:03:53
something Joanne Chambers found under
00:03:56
her desk. I went to start my lesson with
00:03:59
my children and sat down in a chair and
00:04:04
had a dress on and put my hand
00:04:06
underneath to straighten the dress out
00:04:07
and I was covered with feces
00:04:10
and
00:04:13
I couldn't even tell you what I felt
00:04:15
like. I felt sick to my stomach. I felt
00:04:17
horing.
00:04:19
It was like this could not happen. Just
00:04:22
a few days later, a hidden camera
00:04:24
captured several teachers entering
00:04:26
Joanne Chambers vacant classroom.
00:04:30
One removed Chambers coffee cup from her
00:04:34
desk. It was Paula Naraki.
00:04:39
The photograph of Joanne Chambers,
00:04:41
stolen from her desk, was pasted onto a
00:04:44
nude picture, photocopied and
00:04:47
distributed throughout the schoolyard,
00:04:49
mailed to parents' homes, and a copy was
00:04:53
taped to the door of a local store.
00:04:56
>> There were phone calls to parents saying
00:04:59
that I was a lesbian, that um I had
00:05:02
AIDS, that you know, that I shouldn't be
00:05:06
teaching their children. The FBI
00:05:07
suggested that Joanne Chambers be given
00:05:10
a lie detector test to validate her
00:05:13
various claims. Paul and Noraki also
00:05:17
volunteered to take a lie detector test,
00:05:19
hoping to clear her name after
00:05:21
suspicions arose from the Colonel Clink
00:05:24
reference and the coffee cup incident.
00:05:27
One of the two failed on the most
00:05:31
crucial question of all.
00:05:35
[Music]
00:05:45
After 10 months of threatening letters,
00:05:48
x-rated pictures, and hidden video
00:05:50
surveillance, police believe they had a
00:05:54
break in the stalking case.
00:05:57
Joanne Chambers and Paul and Iraqi both
00:05:59
took lie detector tests about their
00:06:02
knowledge of the threatening letters.
00:06:04
Each was asked whether they were
00:06:07
involved in making or sending any of the
00:06:10
harassing letters. One passed,
00:06:14
the other failed.
00:06:16
>> I was told that I failed my polygraph.
00:06:18
>> Paula Noraki became the primary suspect.
00:06:21
>> I was very upset. I I couldn't believe
00:06:24
that it was making things worse instead
00:06:26
of better. Noraki said she was
00:06:29
videotaped taking Joanne Chambers coffee
00:06:32
cup because Chambers had asked Paula to
00:06:34
get it for her. The surveillance video
00:06:37
tape shows that Joanne Chambers and
00:06:40
Paula Noraki were both in the classroom
00:06:43
and left together just moments before
00:06:46
Paula returned for the coffee cup.
00:06:50
Police asked Noraki if they could search
00:06:52
her home and once again she voluntarily
00:06:55
complied. They took with them an old
00:06:58
typewriter that we had. They took um
00:07:01
different kinds of paper and different
00:07:04
envelopes. The analysis of Naraki's
00:07:07
typewriter revealed that it was not the
00:07:10
one used to type the threatening
00:07:12
letters. The paper and envelopes from
00:07:15
Narra's home did not match those used in
00:07:19
the threatening letters either. Noraki's
00:07:22
reputation as a by the book teacher and
00:07:25
strict disciplinarian was in sharp
00:07:27
contrast to Joanne Chambers's loose and
00:07:30
funloving classroom style. The way the
00:07:32
police saw it, Paula was jealous of
00:07:35
Joanne Chambers unconventional teaching
00:07:37
style and the popularity that she gained
00:07:39
from that style. Uh Paul Naraki was more
00:07:42
of a buy the book conservative teacher
00:07:44
who favored traditional teaching methods
00:07:47
whereas Joanne Chambers would show up in
00:07:49
the classroom wearing jeans and a Mickey
00:07:50
Mouse t-shirt and she would do things
00:07:52
like stage water fights with the school
00:07:54
administrators which uh the police
00:07:57
believe angered Paul Iraqi.
00:07:59
>> As the investigation continued, so did
00:08:02
the threatening letters.
00:08:04
>> Letters went out to parents to parents
00:08:06
saying that I was molesting their
00:08:07
children. I thought my career was gone.
00:08:09
I thought I was going to be in jail. I
00:08:11
thought I didn't know what was going to
00:08:12
happen.
00:08:13
>> By the fall of 1994,
00:08:15
the letters included death threats.
00:08:19
>> You die.
00:08:21
>> For her own protection, Joanne Chambers
00:08:25
was transferred to another school.
00:08:28
Shortly after her transfer, a box in
00:08:31
pink wrapping paper was found at the
00:08:34
front door of the school.
00:08:38
Inside was a Barbie doll. The throat
00:08:42
slashed with the razor blade and covered
00:08:45
with paint the color of blood. The dress
00:08:49
was identical to one often worn by
00:08:51
Joanne Chambers. The hair was cut and
00:08:54
styled like Chambers as well.
00:08:57
>> I said goodbye to my husband. Like I
00:08:59
wanted him to remember me saying
00:09:00
goodbye. I
00:09:04
lived every day thinking that it was
00:09:07
truly possible that it could be my last.
00:09:10
>> In November of 1994,
00:09:13
Chambers said a car tried to run her off
00:09:15
the highway. She said she saw the face
00:09:19
of the driver.
00:09:20
>> I go off the road.
00:09:23
I pull over. I look,
00:09:26
she's looking right at me. I will never
00:09:28
forget that look. Never. I will never
00:09:30
forget it. She looked right at me.
00:09:32
>> She said the face she saw was a face she
00:09:37
knew.
00:09:41
[Music]
00:09:45
[Applause]
00:09:47
When Joanne Chambers called police to
00:09:49
report that a car forced her off the
00:09:52
highway, she said she recognized the
00:09:54
face of the other driver.
00:09:56
>> I saw her. She looked at me.
00:09:59
I know that Paul Rocki was driving that
00:10:01
car.
00:10:02
>> Paula Norraki denied the allegation, but
00:10:05
was arrested and charged with
00:10:07
harassment, stalking, simple and
00:10:10
aggravated assault, making terroristic
00:10:12
threats, and recklessly endangering the
00:10:15
life of Joanne Chambers. Over 100 counts
00:10:18
in all,
00:10:19
>> I was finding out that I was charged
00:10:21
with many, many horrendous things I had
00:10:24
never heard about before. The school
00:10:26
district suspended her from her teaching
00:10:29
position with pay. If convicted, she
00:10:32
could serve 5 years in jail. After
00:10:35
Noraki's arrest, the letters, threats,
00:10:39
and mailings stopped. Noraki maintained
00:10:42
her innocence and hired both an attorney
00:10:45
and private investigator to help. The
00:10:48
investigator was a former state
00:10:50
policeman, and even he admitted that
00:10:52
Paula's situation did not look good. My
00:10:55
first thought was, well, she's probably
00:10:57
guilty. It it just looked overwhelming
00:11:00
when you looked at the at at the whole
00:11:02
complaint.
00:11:03
>> The FBI found some partial fingerprints
00:11:07
on the threatening letters, but they did
00:11:09
not match Paula or Rocky's. The defense
00:11:12
team wanted to see if any DNA was
00:11:14
present on the threatening letters. The
00:11:17
prosecutor would allow DNA testing by
00:11:20
the defense only if the results were
00:11:22
fully disclosed, regardless of the
00:11:25
outcome. Paula's defense team wanted to
00:11:28
make sure she understood the
00:11:30
ramifications of such an agreement.
00:11:33
>> He asked, "Would there be any possible
00:11:35
reason that any of my DNA should be on
00:11:37
any of it, any possibility whatsoever?"
00:11:40
And I I said, "No,
00:11:42
>> Paula, if we do this testing and your
00:11:45
DNA is found on these stamps or or
00:11:49
envelope flaps, your chances you're
00:11:52
going to jail."
00:11:53
>> The cost of the DNA testing,
00:11:55
approximately $7,000, would have to be
00:11:58
paid by Paula Noraki. Blood samples from
00:12:02
both Paula and her husband were sent to
00:12:04
a local DNA lab along with the
00:12:07
threatening letters and the envelopes.
00:12:09
The amount of DNA that would wind up on
00:12:11
the back of a stamp or an envelope flap
00:12:13
depends on how hard you lick the
00:12:15
envelope, how much cells that you shed
00:12:18
from the inside of your mouth. They're
00:12:19
variables that it's hard to predict
00:12:21
exactly what the value would be, but it
00:12:23
is there. In some cases, there's more
00:12:25
DNA than others.
00:12:27
>> First, scientists use steam to gently
00:12:31
remove the stamps from the envelopes.
00:12:34
The back of each stamp and envelope flap
00:12:36
was swabbed for epithelial cells which
00:12:40
come from saliva.
00:12:42
DNA was found on the back of one set of
00:12:45
stamps and on one envelope flap. The
00:12:49
number of cells recovered was so small
00:12:51
that forensic scientists performed a
00:12:53
process called polymerase chain reaction
00:12:56
or PCR which amplifies or copies the DNA
00:13:01
in those few cells to make enough for
00:13:04
testing.
00:13:05
>> What we're looking for to see is how
00:13:08
does um this DNA that we've extracted
00:13:11
compared to somebody else's DNA. Now, if
00:13:14
the DNA is from a similar source, you'll
00:13:17
get the same pattern of blue dots on a
00:13:19
white strip.
00:13:20
>> This is the genetic profile of the
00:13:23
individual who licked the stamps. When
00:13:26
the DNA profile of Paula Rocki and her
00:13:29
husband were compared to the DNA from
00:13:32
the back of the stamps,
00:13:34
there was no match.
00:13:36
>> For example, Paula Rocki has two dots
00:13:38
here and um the DNA from the back of the
00:13:41
post stamp only has one. So therefore,
00:13:43
right away we can exclude Paul and Iraqi
00:13:45
with just this one genetic marker. We
00:13:47
looked at five different genetic markers
00:13:50
and four out of five can exclude Paula
00:13:52
Iraqi.
00:13:53
>> DNA was found and it did not match Paula
00:13:57
and it did not match Len Moraki
00:14:02
which meant that someone licked that
00:14:06
those stamps and it wasn't Leonard Paul.
00:14:09
>> We thought it was going to blow apart
00:14:10
the whole case. We thought we thought we
00:14:11
were done.
00:14:13
>> Now armed with the DNA profile of the
00:14:16
stalker, the manhunt had just begun.
00:14:24
[Music]
00:14:28
When DNA testing of the stamps and
00:14:31
envelope flap did not match Paul Rocky
00:14:34
or her husband, the defense team went
00:14:36
one step further. They wanted to find
00:14:39
the individual whose DNA was on the
00:14:42
threatening letters.
00:14:44
>> If Paula didn't do it, there's only one
00:14:46
other person that could have done it
00:14:48
because there's only one other person
00:14:49
that knew the circumstances of all these
00:14:52
letters that knew everything that was
00:14:54
going on. That was Joan Chambers.
00:14:56
>> Was it possible that the alleged victim
00:15:00
wrote the threatening letters and mailed
00:15:03
them to herself?
00:15:05
The defense uncovered some information
00:15:08
which pointed in that very direction.
00:15:12
Police in the neighboring town of
00:15:14
Carbondale, Pennsylvania, told defense
00:15:17
investigators that Chambers had a
00:15:20
history of reporting suspicious
00:15:22
incidents from burglaries to fires.
00:15:25
>> They said every crime that she's been a
00:15:27
victim of is has some weirdness attached
00:15:29
to it.
00:15:31
and just off the top of their heads,
00:15:33
they started relating different uh
00:15:36
crimes that supposedly she's been a
00:15:38
victim of. When Anderson researched
00:15:41
Chambers employment history, he learned
00:15:44
that Chambers reported similar
00:15:46
threatening letters and also reported
00:15:49
finding feces on her classroom chair
00:15:53
while in another school district years
00:15:56
earlier. To find out if it was Joanne
00:15:59
Chambers DNA on the threatening letters,
00:16:02
Jim Anderson needed her DNA profile. For
00:16:05
that, he looked in her trash. Once trash
00:16:09
is placed at the curbside, the owner
00:16:12
gives up all legal rights to what's
00:16:14
inside.
00:16:15
>> One plastic drinking straw,
00:16:18
one used
00:16:20
looks like toilet tissue. Plastic
00:16:22
straws, used tissues, and a cotton swab
00:16:26
with ear wax. All items with possible
00:16:29
genetic material were sent to the DNA
00:16:32
lab for testing. Dr. Liken Walner
00:16:35
identified two different DNA profiles
00:16:38
from the mucus, saliva, and ear wax
00:16:41
samples from the chamber's trash.
00:16:43
>> The DNA from the uh one of the household
00:16:45
members was similar to the uh DNA on the
00:16:48
back of the stamps in the envelope. With
00:16:50
these DNA results, the defense team
00:16:53
demanded that all charges against Paul
00:16:55
and Oraki be dropped. The prosecution
00:16:58
refused and Joanne Chambers provided a
00:17:02
blood sample for further DNA testing.
00:17:05
Once again, Joanne Chambers blood DNA
00:17:09
matched the DNA from the stamps and the
00:17:12
envelope flap. You can see how all five
00:17:16
genetic markers line up perfectly
00:17:18
between the DNA of Joanne Chambers and
00:17:20
the DNA from the back of the postage
00:17:22
stamps. The odds of someone in the
00:17:25
random US population having the same
00:17:28
combination of five genotypes tested was

00:17:36
>> The match was fairly significant in
00:17:38
that, you know, that's a small community
00:17:40
there. So, it's unlikely that too many
00:17:43
people are going to be walking around
00:17:45
with a similar DNA pattern.
00:17:47
>> Despite this second DNA test, the
00:17:50
prosecution refused once again to drop
00:17:52
their case against Paul and Iraqi.
00:17:55
During the trial, the prosecution
00:17:58
presented the circumstantial evidence
00:18:00
against Paula Norraki, including the
00:18:03
coffee cup incident and the Colonel
00:18:05
Clink reference in one of the
00:18:07
threatening letters. For the defense,
00:18:10
teachers from Joanne Chambers former
00:18:12
school district testified that she made
00:18:15
similar claims of harassment years
00:18:17
earlier. But it was the DNA evidence
00:18:21
that stunned most courtroom observers.
00:18:24
The DNA was definitely a bombshell. Um,
00:18:28
to hear that uh Joanne Chambers saliva
00:18:32
was found on the stamps of one of the
00:18:36
the threatening letters and the flap of
00:18:38
another envelope. It was just
00:18:40
unbelievable.
00:18:42
>> But on the witness stand under oath,
00:18:45
Joanne Chambers had an explanation. She
00:18:48
said the prosecutor left her alone with
00:18:51
the evidence and the stamps fell off one
00:18:53
of the envelopes. She said she licked
00:18:56
the stamps to reattach them and when
00:18:58
that didn't work, used a glue stick.
00:19:00
>> At the very least, she showed poor
00:19:03
judgment and at the most she tampered
00:19:05
with uh important evidence.
00:19:07
>> Dr. Liken Walner testified that she saw
00:19:11
no glue stick residue on the stamps when
00:19:13
she removed them for DNA testing. As a
00:19:17
lifelong stamp collector, she has
00:19:20
experience distinguishing glue stick
00:19:22
residue from regular stamp adhesive.
00:19:25
>> I know gum from knowing stamps, and it
00:19:27
would looked to me just like the gum on
00:19:29
recent US stamps, and it's smooth and
00:19:31
glistening, and it looked just like
00:19:32
that. There was no outward evidence that
00:19:35
a glue stick had been used.
00:19:36
>> The trial lasted 5 days, and it took the
00:19:40
jury less than 2 hours to reach a
00:19:43
verdict.
00:19:45
They found Paula Nor Rocky not guilty.
00:19:50
>> Reaction after the verdict was the most
00:19:51
amazing thing I've ever seen. The
00:19:53
alleged victim was being treated as the
00:19:55
defendant and the defendant was being
00:19:57
treated as the victim. In the hallway,
00:20:00
jurors sought out Paulie and hugged her
00:20:03
and told her how much they loved her
00:20:05
while Joanne Chambers left the
00:20:06
courthouse uh virtually ignored. Joanne
00:20:10
Chambers denies that she created the
00:20:13
campaign of threats against her.
00:20:15
>> I could never ever do this stuff to
00:20:19
myself. I don't think that I could be
00:20:23
functioning
00:20:25
in a world as a parent, as a teacher, as
00:20:27
a wife.
00:20:29
If I were that sick to do that to
00:20:32
myself,
00:20:33
>> I think Joanne Chambers did it herself.
00:20:35
Yes. I think she sent the Barbie doll. I
00:20:40
think uh this was all a stage for
00:20:44
Joanne.
00:20:46
>> I hope the lesson that people could
00:20:47
learn from this is that you really are
00:20:50
supposed to be innocent until proven
00:20:52
guilty and you aren't supposed to be
00:20:54
guilty until proven innocent.
00:20:55
>> I've never seen anything like this. And
00:20:58
if I cover cases for another 40 years, I
00:21:00
think I'll give you that same answer
00:21:02
still.
