there was a lot of sexual assault a lot

of crime and thankfully that's been

reduced but it was I think a dangerous

place especially for a young woman

condo in 1979 it was quite the place to

80s that it was safe but um things had

turned around serial rapists were in the

area in the mid 80s there were so many

serial rapists that Dallas was number

one on a list of time magazines

dangerous cities for rape and there was

a lot of opportunity because there were

a lot of younger people moving in lots

of apartment complexes lots of

condos there was Greg Goin The Village

rapist he would rape in the Village

Apartments which was in Northeast Dallas

then there was the ski mask rapist he

raped in the same area there was the M

Street rapist who raped um in lower

area I was a nurse and I was working in

an observation area recovering patients

that have had local anesthesia I was

working by myself and then I did get

another nurse to help me and this was

before my uh sexual

assault Carrie was sleeping in her

apartment while she was sleeping an

intruder had jimmied her sliding door

open to her apartment and I heard

rustling on the

wall and the guy was trying to find my

light switch and he immediately turned

it on came over to my bedside and had me

turn over and he put a leather strap

around both of my

wrist and

um turned me back over and he started uh
00:04:56
rumaging through my dresser drawers and

he EMP me emptied my

purse um after that I I had told him

take anything you want just take it and

leave well I didn't get off that easy he

did rape me while holding a gun to my
00:05:17
head I was crying so hard that um I got
00:05:21
to the point where I was sobbing and

that bothered him and he said um quit

that or I'm going to kill you

he washed himself he also tried to wash

the sheets in which he committed the

sexual assault on what he was trying to

do is to wash away the evidence so there

wouldn't be no way that they could match

expect and it made me think that that I

taken from me that showed that he was my

to a mechanic I know before I left he

said um you better be careful he said

there's a serial rapist working your

area and so with that information I went

to the nearest newspaper stand and got a

paper and there was that information and
00:10:06
since that day I made a point to take
00:10:10
the paper and keep track of different
00:10:13
serial rapists in the area thinking that

maybe one of those would be my

perpetrator and that um that maybe this

would be

solved months turn to years Dallas

and he said call down to the police

weeks and nothing nothing nothing

finally I call down and they tell me

that it was an Hispanic man

and I said no um my perpetrator is

white and after that call I didn't call

them back again I just thought no
00:11:10
they're on the wrong path and I'm just

going to just take matters in my own
00:11:14
hands and just try to figure this out on

my

own the Hispanic man in question is

thought that this perpetrator could be

perpetrator that they were following

that had been committing other crimes CU

they thought it was going to be

where he was caught and his DNA was

CCAP the program targets unsolved rape

cases from the 70s and 80s it recognizes

that sex assault is a

lifechanging event often life

shattering the program understands
00:14:50
survivors need to know who attacked them
00:14:53
before they can find some kind of Peace
00:14:55
in their lives and move forward
00:14:59
Pat Welsh was the sergeant over the
00:15:01
sexual assault division at the Dallas
00:15:03
Police Department and he really you know
00:15:06
not just in this case but in several
00:15:07
cases revolutionized how the Dallas
00:15:10
Police Department started treating these
00:15:12
cases and coming on the heels of 10 to
00:15:16
15 years of prolific serial rapists many
00:15:19
which hadn't been solved
00:15:20
yet the CCAP happened because the lady
00:15:24
from California called and asked us to
00:15:25
work her case that's when I found out
00:15:28
that our last was holding all the sexual
00:15:30
assaults from the 70s and 80s and were
00:15:32
still still could be productive as far
00:15:35
as Gathering evidence I felt that that's
00:15:37
something that the survivors all wanted
00:15:39
to know is who was their attacker so uh
00:15:43
I put that article in the newspaper
00:15:45
asking people if they were interested to
00:15:47
contact
00:15:48
me got the okay from the chain of
00:15:51
custody to process some of the sexual
00:15:53
assault kits that were still being used
00:15:55
by the ladies that had come to me so we
00:15:58
did that got some matches although we
00:16:00
had matches he couldn't prosecute cuz
00:16:02
the stash limitations of Texas back then
00:16:04
was only 5 years but it was well worth
00:16:07
it and I thought oh good here's another
00:16:10
lead for me and there was the phone
00:16:12
number so I called and talked to
00:16:15

Welsh I just thought now is my chance to
00:16:20
be able to find out if indeed Greg gopen
00:16:24
is my perpetrator Sergeant wels did come
00:16:27
to my house and he took the the swab of
00:16:30
my cheek and uh he was able to tell
00:16:34
me uh that after a period of time that
00:16:39
he was not my perpetrator which
00:16:41
devastated me cuz I really thought he
00:16:46
was when Carrie thought that it was the
00:16:48
village rapist I think there was a sense
00:16:50
of relief she felt that at least the guy
00:16:54
was caught and that he was going to be
00:16:56
brought to justice so when they found
00:16:59
out that his DNA was not a match it was
00:17:03
um almost like ret traumatizing again
00:17:05
like he is still out there so I think
00:17:08
for her it was very devastating thinking
00:17:12
that you have relief and the guy is
00:17:14
never going to come back for you and
00:17:16
then realizing he's still out
00:17:18
there Carrie kety then turns to the
00:17:21
support group program set up by
00:17:24
CCAP she came to a group Carrie was very
00:17:28
quiet Qui very
00:17:30
Meek she just wanted to know information
00:17:33
and I didn't know much of her history
00:17:34
and what she'd been doing at that time
00:17:36
for our first group meeting but that's
00:17:38
what I remember her very quiet very
00:17:40
sweet
00:17:42
lady Carrie desperately wanted to find
00:17:45
out who that offender was and so she was
00:17:47
working towards it and I remember her
00:17:50
bringing that notebook the famous
00:17:51
notebook of hers with information that
00:17:53
she kept up which turned out to be a
00:17:56
good thing for some of the other ladies
00:17:57
in our group because
00:17:59
they also suspected some of their
00:18:01
offenders that might have been in her
00:18:03
book we would meet probably um once a
00:18:07
month and it was for support and
00:18:12
empowerment and trying to change laws
00:18:15
you know getting rape kits
00:18:18
tested um writing letters to the
00:18:21
legislature
00:18:22
just being in a a circle talking to one
00:18:26
another crying laughing it helped me
00:18:30
immensely and I just felt like I had a
00:18:33
Sisterhood with
00:18:35
them we knew what each other had been
00:18:38
through I belonged to that group for
00:18:40
about 5 years I met a lot of wonderful
00:18:44
women we were in a support group
00:18:46
together I was able to share with them
00:18:48
they were able to share with me and some
00:18:50
of the cases got solved some were
00:18:53
already in jail and um but my case was
00:18:57
never solved
00:19:00
she wanted to know about her case
00:19:03
Sergeant Welsh pulled the report went to
00:19:06
see her and the process started where he
00:19:08
would look for the rape kit and try to
00:19:11
submit it to the Swift's lab to get it
00:19:14
evaluated and and see if we found any
00:19:16
evidence well she knew that her case
00:19:19
didn't have any evidence that we could
00:19:22
match up so she came to me and asked me
00:19:25
if she brought me some evidence what
00:19:27
could I do about about it and I said
00:19:29
well if you bring me evidence I'll take
00:19:31
a look at it and ask the lab to take a
00:19:33
look at it as well so she went and got
00:19:36
some garbage from a possible suspect
00:19:38
that she and her friend thought was good
00:19:40
for the case and she took some stuff out
00:19:43
of the trash can and brought it to me
00:19:46
because she had asked me previously
00:19:48
could she do that and would I have it
00:19:49
analyzed and I said if you believe that
00:19:51
this is the guy that did it I'll have an
00:19:54
analyze so after I found out that then I
00:19:57
was a little braver so so one day after
00:20:00
work I went in the daytime I went by
00:20:03
myself I knew when the trash was going
00:20:05
to be picked up at that place and I
00:20:07
picked up some trash and uh took it to
00:20:11
him and uh it was around Christmas time
00:20:14
and I put it on Sergeant Welch's desk in
00:20:17
a brown paper bag with a a bow on it and
00:20:20
said this is not a gift be careful in
00:20:23
opening

this and uh so he took that and he sent
00:20:29
it off for the
00:20:30
DNA um and Sergeant Welsh has a
00:20:34
wonderful sense of humor so I knew that
00:20:36
he would enjoy that um and anyhow it
00:20:39
came back in a matter of weeks it seems

like and um yes there was a good sample
00:20:46
but it did not match our
00:20:49
perpetrator Carrie KY continues to help

in the investigation any way she

can I went public I was in the Dallas

Morning News the front page and how I

was seeking to find my perpetrator and
00:21:04
how I was going about it I just I didn't
00:21:07
want to be in the shadow like I've seen

other victims I wanted to people to know
00:21:12
that this is a face and there's a name
00:21:15
with me I just really wanted women in
00:21:17
this in the same um type situation to
00:21:21
not be afraid to come forward we didn't
00:21:24
deserve this and we need to put these
00:21:27
guys behind bars
00:21:30
2015 at last a
00:21:33
breakthrough what the Dallas Police
00:21:35
Department did was they went and got the
00:21:37
Buckle swabs the cheek swabs of the
00:21:39
victims so that they could establish
00:21:41
their DNA profile sent those to the lab
00:21:44
and at the same time still had the
00:21:46
samples from the sexual assault kits
00:21:48
that could be tested for DNA and compare
00:21:52
victim DNA profile and see if there is
00:21:55
an unidentified male profile so there
00:21:58
were four cases all between 1982 and
00:22:01
1985 carries was the last and this you
00:22:04
know we'll call it the quartet of cases
00:22:06
where they were able to identify an
00:22:08
unknown male
00:22:10
profile so then that's when law
00:22:13
enforcement knew they had a serial
00:22:14
rapist on their hands and his DNA when
00:22:17
you put it in cotus if if he doesn't
00:22:20
have any prior convictions and if he was
00:22:22
never in cotus there's no name on that
00:22:24
it's just a DNA profile and that's the
00:22:27
big difference between cotus
00:22:29
and how genetic genealogy works we knew
00:22:33
number one that their perpetrator was
00:22:35
not one of these other prolific serial
00:22:36
rapist who had been suspected at the
00:22:39
time this was conclusive evidence that
00:22:41
it was not only another serial rapist
00:22:44
but someone we had no idea who it
00:22:46
was 2020 another breakthrough

advancements in DNA technology bring

touch with her and she filled me in on

day and ask her if she could help me

some time but I didn't know much about

this forensic genetic genealogy and so I

just a good portion of 2019 trying to
00:26:31
educate myself that's when I started you
00:26:34
know meeting with uh agent Randy White
00:26:36
at the FBI he was putting together the
00:26:38
FBI's program for the Dallas office and
00:26:42
he was also kind of just learning about
00:26:43
it and you know it was a perfect match
00:26:46
at a perfect time of Randy myself and
00:26:49
Carrie sending me the letter the first
00:26:52
thing I did on this case was request
00:26:55
money to get lab work done
00:26:58
law enforcement does not produce the
00:27:00
kind of DNA needed for genealogy we have
00:27:02
to use private Labs so I started working
00:27:05
with the Dallas County lab here
00:27:07
requesting that they prepare that DNA
00:27:09
for a different kind of um process
00:27:12
called a a single nucleo tide
00:27:14
polymorphism or a snip profile and so we
00:27:17
got that DNA from the lab here and had
00:27:20
it sent down to a private
00:27:23
lab once the DNA was processed and
00:27:26
uploaded into Data base that works with
00:27:28
law enforcement we were able to identify
00:27:31
some family members of our
00:27:33
subject I continue to work that case
00:27:36
long into the night I was able to work
00:27:38
on it on a laptop at home so I while was
00:27:42
with my family neglecting them I I
00:27:45
continued to build family treeses on
00:27:46
this case and then at about midnight I
00:27:49
decided I would uh try to get some sleep
00:27:51
and I tossed and turned for about 2
00:27:53
hours uh pretending to sleep before I
00:27:55
realized it was time to just get back to
00:27:57
work so I woke up and continu to work on
00:27:59
the case and um I was so close that I
00:28:01
just couldn't put it
00:28:04
down and then once I identified someone
00:28:07
in my tree that was living in Texas I
00:28:09
became instantly interested in that
00:28:11
person thinking this could be someone
00:28:13
that um is our guy and then I ran his
00:28:16
criminal history and his criminal
00:28:18
history included a rape that occurred in
00:28:20
1973 and then I felt extremely confident
00:28:23
that he was going to be our suspect at
00:28:25
that point I called the prosecutor and I
00:28:27
called my boss and I was jumping through
00:28:29
the roof excited that I had potentially
00:28:31
found our guy so quickly of course you
00:28:33
know we had to calm down and say well
00:28:35
let's let's now let's exclude him let's
00:28:36
prove it so who is this serial rapist
00:28:41
and can he be connected directly to the
00:28:44
1985 Dallas rape of Carrie
00:28:47
kety once you get over the shock of wow
00:28:50
we solved this case or I say we they
00:28:53
solved this case in you know less than
00:28:55
24 hours um you want to H who is it okay
00:28:58
tell me everything about him what's his
00:29:01
name David Thomas Hawkins okay generic

enough sounding name um can you send me
00:29:07
something about him and he sent me his
00:29:09
driver's license photo and I remember
00:29:11
getting the phone and I had stepped away
00:29:13
from my son's game and my wife what are
00:29:16
you doing over there I'm like just you
00:29:17
know hold on hold and there's this you
00:29:19
know old white dude with kind of like
00:29:21
bushy white beard or mustache
00:29:25
and you always think about what is your
00:29:27
suspect that going to look like on cases
00:29:29
you've worked you know months years
00:29:32
um and that was it was unexpected I
00:29:35
didn't expect him to look like that but
00:29:37
uh but it was just such an incredible
00:29:38
feeling to know that we finally had
00:29:41
him Dallas Police waste no time at all
00:29:45
in tracking down the suspect his name
00:29:48
David Thomas
00:29:51
Hawkins we identified him on Saturday
00:29:53
July 25th and 2 days later on Monday um
00:29:57
me and a couple other FBI agents
00:29:59
conducted a surveillance on his
00:30:00
residence he lived in Kean Texas which
00:30:03
is about an hour and a half Southwest of
00:30:05
Dallas we conducted that surveillance
00:30:07
that day and did observe him and so we
00:30:09
felt confident that we had the right
00:30:11
residence and we determined that it
00:30:13
would be important to do a syruptitious
00:30:15
DNA collection by collecting DNA that he
00:30:18
had discarded and so we conducted a
00:30:21
24-hour surveillance over the next five
00:30:23
days we observed Hawkins drag a trash
00:30:26
bin out to the curb he left the
00:30:28
residence and we collected that trash
00:30:31
from the trash bin at the curtilage of
00:30:32
his property and we brought it back to
00:30:34
FBI Dallas where we met with the Dallas
00:30:37
Police Department and we conducted a
00:30:39
search of that trash there we submitted
00:30:42
several water bottles and beer bottles
00:30:44
that had been collected in the house but
00:30:46
ultimately we only got a hit on one
00:30:49
item at last Dallas investigators have
00:30:52
the DNA match they need to arrest David
00:30:56

okay um this has got to be either good

news or bad news and they said it's good
00:31:49
news um they arrested your perpetrator
00:31:51
this morning in Kean
00:31:54
Texas she cried and we all hugged her
00:31:58
and it was just so exciting it was just
00:32:00
like
00:32:02
surreal oh I I I just felt really lated
00:32:06
I had a sense of Peace come over me like
00:32:09
this was all been worth
00:32:13
it because Hawkins was a a violent
00:32:16
offender who had a felony history and
00:32:19
had a lot of guns that we were able to
00:32:21
identify through social media a decision
00:32:23
was made that it would be a SWAT hit on
00:32:25
his location at his house um was also so
00:32:28
far from the Dallas Police Department
00:32:31
that it would been difficult for them to
00:32:32
get the amount of officers they needed
00:32:33
to conduct that and the FBI is more
00:32:35
capable when it comes to getting outside
00:32:37
of the city to perform that arrest so he
00:32:40
was arrested by the FBI SWAT team on
00:32:42
August 20th
00:32:45
20120 investigators who began to
00:32:47
question David Thomas Hawkins are
00:32:50
surprised to learn he has a medical
00:32:53
background Hawkins had told me during
00:32:55
the interview that he had first
00:32:57
committed his sex assault while he was a
00:32:59
dentist in Arkansas and that while he
00:33:02
was in dental school he was struggling
00:33:04
to pass his classes and that he had
00:33:06
determined he was going to kill one of
00:33:08
his college
00:33:09
professors he did surveillance on him
00:33:12
followed him around and ultimately
00:33:13
decided he was not going to kill him and
00:33:16
at that time he was very distraught and
00:33:18
upset about where he was in his life and
00:33:21
whether or not he was going to graduate
00:33:22
dental
00:33:23
school and here's where I think all this
00:33:26
started I remember
00:33:29
voicing to
00:33:33
Satan
00:33:34
uh and I hesitate to say this because I
00:33:37
don't want him to think I'm doing it
00:33:39
again give me
00:33:43
power and apparently he
00:33:46
did one of the side effects of that
00:33:49
power that he was given was this
00:33:51
insatiable you know inability to prevent
00:33:54
himself from attacking women he said
00:33:57
that it would just come over him that he
00:33:59
would otherwise being just a normal nice
00:34:01
person and that he would see a woman and
00:34:03
something would Just Awaken in him that
00:34:05
he could not control that he attributed
00:34:07
to the
00:34:08
devil and that he would then feel
00:34:10
compelled to assault that
00:34:13
woman I battled
00:34:17
that all during this time that this was
00:34:20
going on uh praying for God to get him
00:34:24
out of my
00:34:25
life and uh
00:34:28
immediately as each attack
00:34:31
occurred it was like I I had super super
00:34:35
power I wasn't afraid of
00:34:37
anything
00:34:38
uh the opportunity of these ladies was
00:34:42
there I didn't look for them I didn't
00:34:44
follow them uh they just were crossed
00:34:48
paths and it was like there she
00:34:52
is David Thomas Hawkins interview is
00:34:56
remarkable he had commits to multiple
00:34:59
attacks on women and he says the devil
00:35:03
made him do
00:35:04
it we did Research into a bunch of old
00:35:07
newspapers where we were able to find
00:35:09
sex assaults that had occurred and then
00:35:11
contact those police departments
00:35:12
requesting records for those sex
00:35:14
assaults unfortunately most of those
00:35:16
police departments told us they didn't
00:35:17
have records that went back that far and
00:35:19
we were never able to positively
00:35:21
identify any additional victims but at
00:35:24
that time in those articles we were able
00:35:26
to find that several police departments
00:35:28
had gotten together and identified him
00:35:30
as the traveling rapist and that he had
00:35:32
conducted rapes in Amarillo Leck witch
00:35:35
to Falls abene Dallas Fort Worth and
00:35:38
shareport and during our interview he
00:35:40
told me that that was true that he had
00:35:42
committed rapes in every one of those
00:35:43
cities I think he's responsible for many
00:35:46
more than he's admitted to but when I
00:35:48
asked that question of him how many
00:35:49
rapes do you think you've committed he
00:35:51
told me at that time that he believed it
00:35:53
was somewhere above 30 but he couldn't
00:35:56
be he was not more specific than that
00:35:59
with a trial date looming Hawkins enters
00:36:02
a plea deal I knew after our interview
00:36:05
in 20 September of 2020 that he was
00:36:08
going to uh plead guilty just based on
00:36:10
the fact that we had him to DNA and he
00:36:12
had given me a confession now that
00:36:14
confession wasn't specific to any of our
00:36:16
cases but it was broad enough that it
00:36:17
would have been extremely damaging for
00:36:19
him at trial and I knew at that point he
00:36:21
was resigned to the fact that he was
00:36:23
going to prison in our interview he had
00:36:26
actually told me he wished he knew he
00:36:27
would get a cut eventually but he wished
00:36:30
that he had just had a few more years to
00:36:31
enjoy you know his freedom but that he
00:36:34
knew he was going to die in
00:36:35

September 2021 he pleads guilty to sex

assault and three counts of aggravated

rape before sentencing his courageous

impact statement I asked the judge if he

would mind having Hawkins take off his
00:37:14
mask I'd never seen his face before and

I wanted to see his

face and um so he had this well this
00:37:23
like

walrus uh mustache just very bushy

and he really didn't make much eye
00:37:30
contact with me when I read my statement

and he showed no signs of remorse my
00:37:36
last paragraph that I read was David

Hawkins I wish for you that you spend

the rest of your time in prison and that
00:37:46
you burn in hell and I said it very loud

and very

clear what a dramatic moment in the

courtroom then the judge oses

sentence Hawkins was ultimately
00:38:01
sentenced to four counts of aggravated
00:38:03
sexual assault and he received four life
00:38:07

there I think what's interesting about

car's case is she progressed her own

investigation along with law enforcement

as the techniques and technology

advanced and changed

she could have let this destroy her and

she took all the bad and all the agony
00:38:36
that she went through and it made her
00:38:39
stronger um it certainly directed her
00:38:41
life in a direction she never

anticipated but you know and I anytime

anyone asks me about car I tell them she
00:38:49
is the most Fearless person I've ever

met I just felt like I really couldn't
00:38:54
completely heal until I knew
00:38:58
so that's why I kept on searching I kept

on

searching endlessly and until it till it

paid

off it is a remarkable end to an
00:39:11
investigation ultimately the game

changer is the science of investigative

genetic

genealogy forensic genetic geneology was

the key to this case it was the right

place at the right time the technology

was growing I'm pretty convinced I think

probably Carrie's convinced that her

case never would have been solved it

would have just been one of those ones
