00:00:00
Dan Loney: Well, financial literacy is receiving greater
00:00:02
attention these days, as educators look at new and
00:00:06
innovative ways to improve the knowledge, especially for
00:00:09
younger individuals, as we move forward. Pleasure to be joined
00:00:12
here in studio by David Musto, Professor of Finance here at the
00:00:15
Wharton School, who is involved in a lot of these areas right
00:00:18
now, David, great to see you again.
00:00:20
Thanks for your time. - Nice to be back.
00:00:21
Let's start with just, I guess, your general thoughts about
00:00:24
where financial literacy stands at the moment, kind of in our
00:00:28
culture, what it's missing, where we need to go moving forward.
00:00:32
When you think about today's high school students, which is what
00:00:35
we're focusing on a lot, and we could talk about that— they haven't had
00:00:39
a lot of opportunities to make financial decisions. And they
00:00:43
haven't had to think, to some extent, about things that you and
00:00:46
I had to think about a lot when we were kids, like inflation.
00:00:49
Until recently, it didn't even come up. And yet they have so
00:00:53
many big financial decisions ahead of them. Not just student
00:00:55
loans that loom very soon in their lives, but also
00:01:00
responsibility for their own retirement, election campaigns
00:01:05
that hinge on financial issues that are hard to understand. The
00:01:09
demands on them to understand finance are greater than ever,
00:01:12
so maybe literacy might not be lower than it was
00:01:16
40, 50, 100 years ago. But the demands to be
00:01:20
adept are much higher than they used to be.
00:01:23
And it seems like, in many cases, the resources to be able to
00:01:26
provide that information are not there as much as they probably
00:01:30
should be. Hopefully, they will increase in the years ahead, but
00:01:33
still a ways to go.
00:01:34
I've been involved in developing a financial literacy course for
00:01:38
high school students, and it has been an education to see how
00:01:43
little they've already seen, and how little is already out there.
00:01:48
So it's been a great opportunity for us to go in and, and really
00:01:52
be helpful and add some value to their lives, at a key
00:01:54
moment, too, when— when all these decisions are just about to come
00:01:58
up with their lives. - So
00:01:58
tell us about what the course entails and— and at what— how
00:02:02
you've been able to develop the relationships with a lot of
00:02:05
these schools in order to provide this information.
00:02:07
Okay, so the course that I'm talking about is Essentials of
00:02:11
Personal Finance. Penn calls it Finance 2, and that's
00:02:15
important. It's actually a Penn class. These students are taking
00:02:19
it. Five hundred students are taking this
00:02:21
class right now, at schools all around the country.
00:02:24
And they are getting Penn course credit. They
00:02:26
get a transcript from Penn showing this course on it. It
00:02:30
covers the whole range of financial issues that are
00:02:34
relevant in their lives right now. Like if you are working at—
00:02:39
checkout at a store, what's coming out of your paycheck and
00:02:42
why? What does that get you? Where's that going? And then
00:02:46
student loans, which are coming up for a lot of these students
00:02:49
right away. Well, how do those work? And it also covers some
00:02:53
topics that really are about being an educated voter. So when
00:02:56
people say the Social Security Trust Fund is running out. Well,
00:03:01
what is that? What exactly is that? It's not a stack of
00:03:03
dollars somewhere that's running out. But it— but it does mean
00:03:07
something, and it is running out soon. So what does— what does that
00:03:10
mean? And do different candidates say different things
00:03:12
about that? Well, what do you like? What— what does that mean
00:03:15
for you? A lot of low hanging fruit there that we are going
00:03:18
out there and providing. And the kids not only get a chance to
00:03:23
learn this material, they get Penn course credit. And I should
00:03:25
add that what's really made this work for us is a partnership
00:03:29
between my center, the Stevens Center, our global youth program
00:03:34
that that reaches out to high school students, and a nonprofit
00:03:38
in New York called the National Education Equity Lab, which has
00:03:42
a lot of that last mile outreach to these Title One high schools
00:03:47
around the country. So that teamwork between the two centers
00:03:51
here at Wharton and this New York nonprofit is what's made
00:03:54
this work. So we have students 1000s of miles away from each
00:03:57
other, taking the same course now.
