00:02:36
good foreign [Music] yesterday we were able to retrace Susan Lyle's last steps leading up to her
00:03:03
disappearance and I'm going to give that an A minus there Captain we did a pretty
00:03:07
darn good job we also discussed her boyfriend rich in some questionable activities regarding him and his
00:03:16
possibility of being maybe a suspect being involved in her disappearance well not just his actions but the actions of
00:03:23
his family as well Mommy and Daddy are weird now before we get into some other potential suspects let's get into
00:03:31
another case that made Susie's case feel like deja vu in 1985 13 years earlier a young Sunny
00:03:41
Albany student named Karen Wilson vanished she was last seen on the same Central Avenue where the Stewart's
00:03:49
convenience store was located near Colony Place a shopping mall 2.4 miles from the campus
00:03:57
Karen purchased some clothing at the mall that day and while she had an appointment at the tanning Hut she was
00:04:06
not seen there so she was scheduled to go tanning no one says that she ever made it to this appointment
00:04:12
the last known sighting of Karen was at 7 20 p.m it is believed that she decided
00:04:19
to walk back to campus and was abducted near the entrance ramp to I-90 according
00:04:26
to our friends over at the Charlie project a strange man was seen in the area but neither Karen nor any of her
00:04:33
personal possessions have ever been found and a little freaky piece of information
00:04:39
Karen Wilson lived in the same dorm building as Susie the colonial quad dorm Karen is still missing to this day well
00:04:49
we see it a lot of times with college students going missing go back to the Brian Shaffer case and then you know not
00:04:58
that far away and not that many years away does Joey lebute go missing as well and with these people that just seem to
00:05:07
vanish Into Thin Air because you have so many questions it's so easy for us to sit on our computers and Link them
00:05:15
together because there's not a whole lot of details of the why or how was this person abducted or why did they go
00:05:22
missing in the first place right now let's fast forward to 2013 because police were looking at a 54 year old man
00:05:30
named Anthony Collins Collins attempted to abduct two Sunny college students at knifepoint
00:05:38
he approached one of these young women at the CDTA bus stop on the sunny Albany Downtown Campus area early in the
00:05:50
morning this would be 7 55 a.m and he threatened her with a knife to her back another student saw what was going on
00:05:58
and got involved somehow distracted the attacker and this young woman thankfully
00:06:04
was able to get away but at that same bus stop about 40 minutes later this same man attempted a second abduction
00:06:14
hey when the first one doesn't work out let's just stick around and find somebody else right A Double piece of
00:06:21
[ __ ] yeah there you go so he attempted a second abduction this time without a knife
00:06:27
and Anthony Collins was identified after police reviewed surveillance footage and
00:06:33
charged him with second-degree attempted kidnapping according to the Times Union
00:06:38
paper quote police are looking into the possibility however remote that Collins could have been involved in the
00:06:45
disappearances of Albany students Suzanne Lyle in 1998 and Karen Wilson Way Back In 1985.
00:06:54
but eventually police said that they had not been able to establish any link whatsoever between Collins who is
00:07:02
diagnosed schizophrenic and either of those unsolved cases well here's what the problem though is like we said
00:07:09
there's so many young students in a small radius these predators that are looking for that type of victim
00:07:19
they know where to go yep it's a it's what you would call kind of a high risk area just because you're around a whole
00:07:26
lot of people right you know when Ted bunny wanted to abduct someone he went to college campuses he went to the lake
00:07:33
where it was just packed that day it was easy to find a victim amongst a whole big crowd of people but also what's
00:07:40
different though too is you go to the suburbs you have people that are normally on a
00:07:48
more set schedule where these students their schedules are constantly changing and their
00:07:54
whereabouts are constantly changing so by them going missing I think it takes a little longer
00:08:02
for people to even notice when they're gone that's true two other suspects have been mentioned as possibilities in
00:08:11
connection with Susie's case now to be clear these names have not been mentioned by law enforcement rather both
00:08:20
suspects are theoretical ones named in podcasts which have delved into Susie's case one of these we have already
00:08:29
mentioned the upstate unsolved the other is True Crime [ __ ] the first of these potential suspects is a
00:08:38
guy named John Reagan John Reagan was a 48 year old son of a prominent and affluent family in Waterbury Connecticut
00:08:48
John's wife Ruth was a Catholic school teacher John himself he was a traveling salesman for a roofing and siding
00:08:57
company John and Ruth were popular and well liked but in 2004 old Johnny was arrested after cornering a young female
00:09:08
co-worker in his parents empty house he restrained her and tried to sexually assault her somehow she managed to get
00:09:18
away this was a huge scandal in the area at the time because John was a pretty regular dude he was a soccer dad a
00:09:28
golfing buddy to many people in the area a real neighborhood type of guy this was
00:09:34
just the tip of the iceberg 11 years earlier in 1993 a neighbor of John Reagan's a
00:09:43
working wife and mother named Donna palumba was home on Friday night asleep her kids were also asleep her husband
00:09:53
was away on a very rare trip to Colorado Donna woke to find a man straddling her
00:10:01
back he put a pillowcase over her head and tied nylon stockings over it covering her mouth and then around her
00:10:10
neck and restraining her arms and legs the man wore gloves and a mask he cut off her clothes and he raped her
00:10:19
when he was done he held a gun to her Temple and he told her that if she called the police he'd come back and he
00:10:27
would kill her she did not recognize his voice when she heard him leave the terrified woman
00:10:35
realized that the phone lines were cut she tried to call for help nothing happened now very BTK right on she
00:10:44
locked the front door and ran to her husband's cousin's house which was nearby to call the police
00:10:52
this cousin ran to Donna's house with an ax to guard the children while she was at his house calling for help
00:11:01
Donna went to the hospital that night and of course they did a rape kit but DNA extracted from it was not matched to
00:11:09
any known offenders keep in mind again this is 1993 right and the police this is
00:11:17
this is like double sad this woman is is violently attacked in her own home a terrifying
00:11:26
humiliating experience and then on top of that the police were not so great in this situation [ __ ]
00:11:36
there you go yeah that's what they call not so great people they chose not to believe Donna in fact they accused her
00:11:44
of lying because they're they're questioning you know what is the likelihood that this happened on the one
00:11:50
night that her husband was out of town they suggested that she was having an affair and was trying to cover it up I
00:11:58
suggest for every male out there that doesn't understand um sexual assaults or or
00:12:06
rape claims to watch I know it's a drama but you could learn a lot from the show unbelievable and
00:12:18
just the process in which females have to go through to report these assaults and and how many times they're not
00:12:27
believed uh by family members friends and the system yeah and where my mind goes with this group of guys
00:12:36
would be you know were their wives cheating on them is that why their mind went to that immediately I've I have no
00:12:43
idea I don't understand why they wouldn't believe a woman who ran to someone else's home to call for help I
00:12:50
mean seems bizarre to not give her the benefit of every doubt you could possibly have or also send one of your
00:12:58
family members with the ax yeah to to guard your children I mean yeah he clearly believed her so it was an
00:13:05
agonizing few years for this victim for Donna as her case stalled because the police did not seem to exhibit any
00:13:14
interest really in pursuing it I mean they they told her they didn't believe her so in 2001 now Donna she's pretty
00:13:22
Kick-Ass right she filed a civil suit claiming that the Waterbury Police Department did not do their job good for
00:13:29
her on a with a tape of her interview session with the Waterbury Police Department where they accused her of
00:13:40
making the whole thing up this tape now that she's taking them to court magically disappears right but the jury
00:13:48
believed Donna anyway and she won her suit against the police department yet her rape case still sat dormant with no
00:13:56
arrest this was until John Reagan was arrested in 2004 for the assault on his co-worker
00:14:04
and his DNA was found to be a match to that of the rapist of Donna 11 years earlier
00:14:11
the news was incredible to everyone because she and her husband were friends with the Reagans okay close friends they
00:14:22
attended each other's weddings in fact John Reagan knew that Donna's husband was going to be out of town that night
00:14:32
that's why he knew to break into the home yeah sicko so in 2004 this John Reagan he was
00:14:40
arrested first for the attempted attack on his co-worker he's released on 25 000 Bond
00:14:49
but was again arrested when Weeks Later his DNA came back to link him to that 1993 rape
00:14:57
unfortunately the statute of limitations had expired on Donna's rape case so all John could
00:15:04
be charged with on her case was kidnapping he pled not guilty and was released on 350
00:15:13
000 bail ooh yeah big Spinda better get a better job I hope you got some good income somebody was able to make that
00:15:22
bail he spent more than a year awaiting trial and in the meantime well he managed to rack up some more charges in
00:15:30
the fall of 2005 he dropped off a roll of film to be developed at a Walgreens the film processor guy well he was a
00:15:41
pretty smart dude and he recognized John Regan from the local news so he thought I better take an extra
00:15:48
look at these photos that John dropped off he's either a smart guy or he was a sicko himself well I'm gonna go with
00:15:57
smart good upstanding citizen because these were not loving shots of family scenes one that people would expect to
00:16:04
see no instead these were clearly surveillance style photos of women going about their everyday activities who did
00:16:12
not know that they were being photographed so Waterbury Police worked to charge John Regan with stalking but as they
00:16:22
were putting together their case something else happened in 2005 John traveled back and forth between
00:16:29
Waterbury and a property owned by his family in Saratoga Springs New York he was living there and working as a
00:16:39
handyman when the following occurred on Halloween 17 year old nationally ranked track star
00:16:47
at Saratoga Springs High School named Lindsey Ferguson returned her car at the conclusion of the afternoon practice
00:16:55
next to the driver's side of her vehicle a van was parked so close that she had to like you know like turn to the side
00:17:03
and kind of squeeze her way in so that she could enter her vehicle yeah the incident was described in a New York
00:17:12
Times article said Saratoga Springs police said she came back to her car after track
00:17:19
practice there was a blue gray van parked next to her she was putting some things in the back seat and she heard
00:17:27
the Vans sliding door open a man grabbed her around the Torso and mouth and tried
00:17:34
to drag her into the van she was able to get her mouth free and she started screaming for help
00:17:42
Lindsay thought for a fleeting moment you know because it's Halloween that maybe this was some kind of prank
00:17:50
but obviously very quickly it became apparent that it was not she fought Kicking and Screaming good
00:17:57
for her and attracted the attention of her coaches they ran over and one of the track coaches confronted
00:18:06
this guy the attacker gets back into his van closed the door and now he drives off
00:18:14
another coach began chasing the vehicle calling the police on his cell phone as he ran telling them exactly where the
00:18:23
van was heading and telling the license plate number at the same time this one fast guy running after this van
00:18:30
oh it's a track coach right right police pulled over the van and one of the officers is questioning
00:18:39
the driver the driver assured the officer that it was all just a misunderstanding
00:18:45
his partner is snooping around and looking inside the van at the same time and this is this guy this officer finds
00:18:55
that the rear seats of the van have been removed in the large space in the back they found a spread out tarp a rope that
00:19:04
was pre-tied with slip knots booze a saw a shovel photography equipment construction tools
00:19:13
and a syringe that was kit that contained a sedative the man arrested that day driving the
00:19:21
van was John Reagan oh he had to get all of his crimes in before he went to jail
00:19:28
the I think the other thing that here that's so scary is it's obvious whatever this guy was up to
00:19:35
or whatever he wanted to do he couldn't stop himself even though he's already facing charges and like you said maybe
00:19:43
he's so damn addicted to this or he so it entrenched in these fantasies that he has right that he's got to live one more
00:19:52
time before they put him behind bars right this is why this type of crime there should be no bail
00:19:59
because it's you know that uh addiction or drive I mean we've seen it we saw it with Bundy we saw a guy that seemed to
00:20:09
be very calculated turn into a wild animal uh when he was on the on the run now also found in the van were photos of
00:20:18
other young women including the young co-worker that John had assaulted in Connecticut got him so it turned out
00:20:27
that there was proof that John had not seized Lindsay in a simple crime of opportunity he had been stalking her
00:20:35
he was found to have looked her this is the Young track student or track star he
00:20:41
had had photographs of her and it was found that he had looked her up on his computer and taken pictures of her
00:20:47
beforehand he had targeted her and it had been following her for an unknown amount of
00:20:53
time John Reagan was not able to get bail this time there you go captain he was charged in Saratoga County with
00:21:01
attempted kidnapping while in Saratoga Springs jail he tried to commit suicide by attempting to hang himself
00:21:09
oh I wish you would have been better at that well they should have just had the guards help him out right hey what are
00:21:15
you trying to do in there okay no tie the knot this way get get this man some better sheets yeah he was transferred to
00:21:22
the central New York Psychiatric Center near Utica to await trial meanwhile his connected family remember he comes from
00:21:31
a a good family a successful family they hired a powerful Hartford lawyer to represent him now after Reagan was
00:21:40
arrested in 2005 a 50 year old woman came forward and reported that at a Memorial Day picnic
00:21:48
way back in 1981 Reagan restrained her in his vehicle in an Alleyway and assaulted her in his vehicle
00:21:57
she said she knew Reagan she knew his father his father was her dentist she said that she never reported the
00:22:06
incident because she was embarrassed in May of 2006 John Regan pled guilty to second degree attempted kidnapping of
00:22:17
Lindsey Ferguson he was sentenced to 12 years in prison in New York state in October of that same year
00:22:26
remember this guy's getting charged with all kinds of stuff he's in court again this time in Connecticut on the
00:22:33
kidnapping and unlawful restraint and stalking charges he was not required to admit his guilt at this trial but he did
00:22:42
acknowledge that the prosecutors had enough evidence for a conviction the old no contest plea I'm guessing the
00:22:50
agreed-upon sentence in Connecticut was for 15 years to be served concurrently with the New York term after John
00:23:00
Regan's arrest in 2005 for the attempted abduction of Lindsey Ferguson investigators in Connecticut New York
00:23:08
and Massachusetts as well as the FBI started digging into Reagan to see if they could link him to any other crimes
00:23:17
two of these were the unsolved murders of Mildred Alvarado and Karen Everett this these are sex
00:23:26
workers who were strangled to death in Harrington in 1988 and 1989. both of these victims were known to police to
00:23:36
work in an area that was one mile from Reagan's house oh my God but investigators suspect that Reagan
00:23:43
operated on a much wider scope too as an interstate traveling salesman remember he's a traveling salesman this for a
00:23:53
company called ABC Supply well he had access to a wide range of locations where he could have committed
00:24:00
rapes and or murders all right now that was a long tangent so what does this POS what the captain likes to say piece
00:24:10
of [ __ ] John Regan have to do with Suzanne Lyle when he was arrested in Saratoga Springs the Lyles very smart
00:24:20
parents asked the police to revisit Susie's case to see if he could be responsible to see if anything ties him
00:24:28
to Susie's case there are some let's say circumstantial evidence let's go through some of this here
00:24:36
Reagan's family property in Saratoga Springs the town where he tried to abduct Lindsey Ferguson the track star
00:24:44
was near the sunny Albany campus it was roughly a 30 mile drive okay Susie had mentioned to her co-worker
00:24:56
that she thought that she was being stalked and she didn't know who the guy was remember Reagan was known to stalk and
00:25:05
photograph his eventual victims yeah what did I just say about Predators If You're Gonna Go Fish you go to the pond
00:25:12
with the most fish that's right so he could have spotted Susie at the mall or spotted her walking from the bus
00:25:19
or at the bus stop at any time and fixated it on her yeah Susie told her co-worker that while she didn't know who
00:25:28
the guy was she was not afraid of him this is all a very weird but again the soccer dad right and as said earlier I
00:25:38
mean John Regan was known to be and he's a friendly guy he was well liked by the
00:25:43
people that didn't know what he was really up to he was an outgoing dude and if she ever made eye contact with
00:25:49
him he might have smiled and that might have been just enough where she's like okay this guy's a little strange but not
00:25:55
that worried about it well maybe that's how he locked in on her right maybe he came in contact with her maybe he spoke
00:26:02
to her at the store where she worked at the mall and then started secretly following her
00:26:08
and observing her routines and decided to snatch her after she got off the bus that night did you say where they found
00:26:14
the sex workers uh um I did not but they were known to work within a mile of his home
00:26:24
I don't know that they really have anything other than that linking him to those possible cases right it sounds to
00:26:31
me like both those cases went cold very quickly and they didn't have a whole lot
00:26:37
in the way of leads but we also see a pattern of him not being able to control these urges exactly this is something he
00:26:45
these urges are in control of him yeah the 2005 attempted abduction of Lindsey Ferguson
00:26:53
looks very much like the work of seasoned abductor or maybe even a seasoned killer
00:27:01
the materials I mean think about the materials found in his van and the amount of preparation
00:27:08
that he had to go to a lot of that doesn't seem to indicate that this was his first time in fact we
00:27:15
know that it wasn't he's broken into somebody else's home raped her in her home and now he's coming very well
00:27:21
prepared to kidnap assault and do whatever else he decides to do should he get that poor girl into his van well
00:27:30
he's so arrogant that he believes he can get away with it it doesn't matter who it doesn't matter even even if you know
00:27:38
him even if he's a close friend of yours and some say that he was known to spend
00:27:43
time in the area near the campus where Suzanne disappeared now in a terrifying recent development
00:27:52
John Regan remember he got concurrent sentences this is not a good thing for anybody
00:27:59
he was released from prison in October of 2019. three years earlier can anybody explain to me why there's a statue of
00:28:10
limitations on rape charges um I don't believe that there is today I believe that that has changed I'd have
00:28:21
to look that up and it might vary state by state but I think that that is something that's changed in the late 90s
00:28:28
I don't have that information right in front of me especially like in this case we have definitive evidence that he's
00:28:35
guilty of this right so I I would not I just don't understand make any sense um he is subject to Post Release
00:28:48
supervision until the year 2024. he is apparently living in the Saratoga Springs
00:28:56
area of Massachusetts and working as a skydiving instructor so uh any female listeners in that area
00:29:05
should be particularly careful yeah when you're skydiving instructor you're strapped to the person's back so you
00:29:13
have this creepo strapped to your back what a way to go [Music] foreign [Music] we're back cheers mates tall cans in the
00:30:00
air my friends the other possible suspect in a stranger Abduction of Susie Lyle is serial killer Israel keys
00:30:10
Keys has taken on a reputation of almost mythical proportions he is as we like to
00:30:16
say the catch-all killer Herman Webster budget AKA H.H Holmes in the Ed Wayne Edwards
00:30:26
fit this category as well he is just the newest amongst these three where if this guy was alive and
00:30:33
out at the time and we have an unsolved murder this is somebody you should look at so I find that to be
00:30:40
well really just stupid to be honest with you I don't follow the old suspect zero
00:30:48
Theory way of thinking very much but Keys is an interesting possibility in this scenario all right so why is that
00:30:57
well before we get too far along I do want to point out that Keys has it's been floated out there that he is a
00:31:04
suspect by the followers of such cases as Jennifer Cassie Russell and Shirley durman and Mara Murray all cases which
00:31:13
we have covered now this is because Israel was a notoriously cunning devious killer who
00:31:20
left very little to no trace of his crimes it's very likely that he's responsible for who knows how many
00:31:27
murders but in the case of Susie Lyle there are some actual links between the two that could point to Israel Keys
00:31:36
being involved now to say the Israel Keys was a methodical and calculating killer is
00:31:42
like saying that Albert Einstein was a bright guy some of you have heard of the kill kits
00:31:49
that Keys buried around the country in preparation for crimes he would commit much later sometimes he would fly to
00:31:56
cities across the U.S than rent a car and drive a thousand miles to find a victim to kill he would select victims
00:32:05
that suited him at random the ultimate crimes of opportunity as a result his crimes are almost
00:32:13
impossible to pin down with in regards to Susie Lyle well when Keys was arrested the FBI spent months
00:32:22
interrogating keys there are over 40 hours of videotaped interviews with keys many of which are available for viewing
00:32:29
on the FBI's website now to say that he was interrogated isn't really the right word the FBI agents sucked up the keys
00:32:38
in every manner bringing him treats like cigars and bagels and doing him favors it's gross but it worked kind of
00:32:47
Keys only told them just as much as he wanted and then he committed suicide in his cell in 2012 leaving investigators
00:32:56
to try to piece together the rest but here is what we know about keys he is believed to have killed approximately 11
00:33:05
people again no one really knows for sure how many victims he really had he claims his first abduction was in 1997
00:33:14
when he kidnapped and raped a teenage girl who was white water rafting on the Deschutes River in Oregon
00:33:21
Israel let her go and said later that he had lost his nerve about killing her this is believed to have been his first
00:33:29
actual attempt to carry out his murderous fantasies he told the FBI that he had been quote two different
00:33:38
people for 14 years the experts who have spent years studying Israel agree that it is very
00:33:46
likely that this means his first successful murder was in 1998. this is also the year that Susie Lyle vanished
00:33:54
he claims to not have successfully killed anyone though for a few years after the Deschutes River abduction
00:34:02
no one really seems to believe this Israel Key's own property in Constable New York this was a 10-acre parcel of a
00:34:13
rundown house on Poplar Street that he purchased in 1997. okay so this puts him in the state of New York within a year
00:34:24
of this young woman going missing right he was staying at this location during the time period in which Susie was taken
00:34:35
this is about 200 miles from the spot where she was abducted so it's still a good deal of distance but we can put him
00:34:43
in the same state Israel Keys was known to be very familiar with the area and spent quite a
00:34:51
bit of time there he would later go on to rob a bank in Tupper Lake New York in 2009.
00:35:00
Keys told investigators that one of the ways he planned his murders and to elude
00:35:06
detection was to commit the Abduction the murder and the disposal all in three different states Albany New York is very
00:35:16
close to the borders of each of Massachusetts and Vermont seems like a preferred location for this man and
00:35:27
there is a good chance that he was in the area of the s-u-n-y Albany campus in March of 1998. well like you said he
00:35:36
also traveled quite a bit so A Thousand Mile Drive when he's saying that's not that far for
00:35:43
him to drive um you know two 200 miles isn't that far right and we have a witness who says she
00:35:50
can put him in that area in the month that Susie disappeared so this woman who was an attorney for the U.S state
00:35:59
Department spoke with the FBI after Keys was arrested in 2012. she said that she
00:36:06
recognized him from an incident when she was loading packages into her car outside of a Marshall's department
00:36:14
store in Albany this in March of 1998. she says a young man with wavy dark hair who she described as looking
00:36:23
like Beaker from The Muppets approached her and they had a very bizarre encounter with this man she said that
00:36:32
this incident was unnerving to her and she would never forget it so when she saw Israel on the news years later
00:36:41
she says she was 100 certain that it was he who she spoke with that night recognizing both his face and she says
00:36:50
his voice seeing the video was traumatic for her because she remembered keys so clearly
00:36:58
the marshals in Albany is across the street from the Army Recruitment Center where a few months later Israel Keys
00:37:06
would enlist in the Army the Marshall store in the Army Recruitment Center are both on Central Avenue the same street
00:37:14
that the stewards convenience store where Susie's ATM card was used just two miles down the road
00:37:23
so this all really puts it seems very likely that this man Israel Keys may have been in this area that month right
00:37:34
I find it it's a huge coincidence that he and enlist in the Army at the recruitment center across the street
00:37:41
from this Marshall store because at first I was like am I supposed to believe this woman who says years
00:37:47
earlier she recognized this guy right but it's right across the street from the Marshalls parking lot that she's
00:37:54
claiming she was at talking to Beaker yeah and and then top that off with she's an officer of the Court she's a
00:38:02
you know an attorney with the U.S state Department so she's got some credibility and it seems
00:38:08
like the FBI they believe her to be credible well it seems like he's also planning out his disposals
00:38:16
of the body maybe more so than a lot of killers so I wouldn't suspect that he would dispose of bodies on on poverty
00:38:25
that he owned but do you know if they've searched that property that much I believe that this property has been
00:38:32
searched a good deal he would have been and look I don't like the champion these
00:38:38
guys um I don't like the pat him on the back we just caught him Beaker so Keys would
00:38:43
have been too smart to bury somebody on his property right he just kind of done that and one thing that's smarter I
00:38:50
think is there was a discipline there well one thing that he's doing that is very that shows his level of
00:38:58
preparedness and his level is discipline as you say is it's clear to me that in several
00:39:05
occasions of his crimes that he is choosing the disposal site before he's choosing a victim right
00:39:12
which is in complete opposite order that a lot of other criminals carry out this
00:39:18
type of behavior he loves the randomness of the victim one for his own enjoyment but two
00:39:27
so that he is not detected but maybe there's also a thrill there as well right his own enjoyment yeah
00:39:36
where it's like that's part of his sick fantasy is that he I got a plan where I'm gonna dispose of the body I have to
00:39:46
plan all these things out and once that is planned out now I just have to find the victim
00:39:54
and that's I think part of part of his sick game where we see in Reagan's case part of his sick game is stalking them
00:40:05
and taking pictures of them and understanding their movements yeah it seems that Keys enjoys the it's like
00:40:14
it's like a video game right you know when you play a level on that game for the first time what your ultimate goal
00:40:21
is you don't know what you're going to encounter along the way he knows what the end result is the end result that he
00:40:29
wants he loves the thrill of the uncontrolled unexpected variable of what the randomness of the victim could throw
00:40:38
his way now Susie's ATM card was used to take out twenty dollars after she was abducted or after she went missing the
00:40:48
person who did this managed to avoid using a machine with surveillance cameras Israel told the FBI that he was very
00:40:58
careful to avoid machines with cameras and he used Samantha's he used a previous victim's ATM card to take out
00:41:06
twenty dollars to be sure that she had given him the correct pin so this was something he had done on another
00:41:12
occasion right when he abducted a woman took her ATM card got her to give him the pin and then successively chose
00:41:23
chose machines that did not have cameras on them and the final piece of compelling evidence that Keys could have
00:41:30
been responsible for Susie Lyle on his computer the FBI found searches that had been conducted for 44 missing
00:41:39
persons It is believed that this list of names is a combination of both Israel Keys as victims plus other missing
00:41:48
persons cases that he was interested in for whatever reason we know that at least two of his actual
00:41:57
victims are on that list and another name that is on that list is Suzanne Lyle and keys admitted to killing one New
00:42:09
York State victim she also fits this profile of course the statistical odds that an
00:42:17
Infamous serial killer such as Israel Keys killed Susie Lyle are still very very low but there is just enough there
00:42:26
to make us think that perhaps it's not so unlikely after all I do also want to note here our
00:42:34
listeners will be interested to hear this captain that Jennifer Markham was also on this list as we know she was
00:42:41
killed by Scott Lee Kimball who we covered right so again it's believed that this list is his victims
00:42:50
plus some missing persons that he was interested in whatever reason jaleek rainwalker is also on this list
00:42:59
and it seems very unlikely that Keys was the killer of of young jalik unless he just so happened upon the child after he
00:43:09
ran off right now whoever took Susie it seems almost certain that it was not just someone who was you know hiding in
00:43:19
the bushes or someone who followed her from the mall on the bus since there's no trace of her that's
00:43:25
ever been found except for this ID tag it seems certain that a vehicle had to have been used in her abduction get her
00:43:34
grab her put her in the vehicle and then drive off both keys and John Regan of course were
00:43:42
known to have used vehicles in their crimes and in their attempted crimes as well alright so where do we go from here
00:43:49
well we do have some Victim Advocacy that was set up by Susie's parents her mother Susie's mother Mary Lyle says
00:43:59
that after wallowing in her depression for five years she was finally able to motivate herself to trying to take a
00:44:09
more active role in the search for her daughter she and her husband Doug established the center for Hope an
00:44:16
organization designed to provide support and assistance to other families of missing persons and push for legislation
00:44:24
to enhance law enforcement's response to missing persons reports the center for Hope also helped create
00:44:32
New York's annual missing persons day which is in April each year observed on the Saturday closest to Susie's birthday
00:44:42
the organization which has non-profit status also helped produce and distribute 55
00:44:50
000 drink coasters to area restaurants and 30 000 decks of playing cards to all of the county jails in New York the
00:45:00
coasters and cards feature missing persons cold cases they were the brainchild of the Lyles who heard of a
00:45:09
similar program in Florida according to the Times Union the center for Hope also worked in tandem with New
00:45:17
York officials to create the investigative guide for missing college students and collaborate with law
00:45:25
enforcement to publish what to do if a loved one goes missing a guide for Left Behind family members
00:45:33
the Lyles were directly responsible for getting some significant legislation passed at both the state and federal
00:45:40
level in 2000 Governor George Pataki signed the New York State campus Security Act which requires all colleges
00:45:49
to develop plans for investigating a missing student or violent offense committed on campus this was to avoid
00:45:58
situations like that day the Lyles had encountered where Susie's disappearance was sort of dismissed by the campus
00:46:06
police and there were no protocols for contacting law enforcement then in 2003 President George W Bush signed Suzanne's
00:46:16
law which eliminated the waiting period for law enforcement to launch an investigation when a person between the
00:46:23
ages of 18 and 21 goes missing and in 2007 Congress enacted the Suzanne Lyle campus Security Act which requires
00:46:33
colleges across the country to have written plans on how they will work with local law enforcement agencies if you
00:46:41
think about all of the missing college students we have covered just on our show Lauren spierer Brian Shaffer Jesse
00:46:50
Ross Mara Murray these important laws could have certainly helped their families address their tragic situations
00:46:56
with more efficiency and expediency a year after Susie was taken Doug Lyle wrote a letter that he published on his
00:47:07
blog offering a 25 000 reward for information on his daughter's whereabouts the letter was
00:47:15
addressed to the person who took Suzanne here are some excerpts I often wonder whether March 2nd means
00:47:24
anything to you do you remember the 19 year old young woman you took from us do you still have her with you it has been
00:47:33
nearly a year since she vanished but she is just as loved and dearly missed do you know the person you took
00:47:42
Susie is a very creative person and is inspired to write poetry it seems to flow in from outside of her
00:47:50
she is a shy but a friendly person whose warm smile and easy manner can cut through other sadness and put those
00:47:59
around her at ease her sense of fairness and loyalty to her friends are well appreciated by those who know her well
00:48:08
you took away a wonderful person someone who probably would have stood up for you
00:48:13
if things weren't fair did no one do nice things for you I have found some comfort in picturing you not
00:48:23
as a mean ugly bad person but someone's child someone deserving and needing love and
00:48:30
acceptance who possibly misunderstood Susie's friendship as a romantic interest if love wasn't shared in your family I'm
00:48:40
sorry every person is entitled to the love and caring that family and friends provide
00:48:47
if you still have Susie I wish for something good to happen to you a success that makes you feel satisfied
00:48:55
and positive about yourself hopefully then you will treat her well I hope you have peaceful moments when you
00:49:04
can walk in the woods or through the fields content not miserable and vindictive I'm not sure what I would say
00:49:13
although after so much time surprisingly I don't hate you I know nothing about you
00:49:21
I wonder if you were ever like Susie did you love homemade chocolate chip cookies
00:49:28
did you go to rush concerts did you play jokes on April Fool's Day did you spend time on the computer
00:49:35
oblivious to anything else going on around you Susie is more than a girl on a poster
00:49:42
her mom and Dad Steve and Sandy miss her daily she has dreams and hopes and potential
00:49:50
for my own Survival I have had to let go of anger or I would be consumed by it but the questions
00:49:58
persist the full letter should you wish to read it is available online at Suzanne
00:50:05
lyle.com now of course Suzanne Lyle is still missing to this day this is an old case
00:50:13
but to this day she's still missing she is five foot three inches tall and weighs between 165 and 175 pounds she
00:50:23
has long reddish brown hair and blue eyes she has a brown colored birthmark on her
00:50:28
left calf and a mole on her left cheek beneath her earlobe she has a surgical scar on her left foot Susie wears
00:50:37
eyeglasses or contact lenses she was last seen wearing a long black trench coat blue jeans and a black shirt
00:50:45
she may also have been wearing a polished 14 karat gold fluted bow ring a frog-shaped silver ring and a necklace
00:50:55
with a silver Medallion inscribed with a character that resembles the letter s or
00:51:01
a lightning bolt I do want to point out to the listeners here Captain this is very important as these items have not
00:51:08
been found and there have been other missing persons cases that we have discussed where it these items are just
00:51:14
as important as finding the person themselves so if you've seen these items have them in your possession or have
00:51:20
information about these items this is something you should be passing on to the proper channels
00:51:27
sadly it seems that we may never know what happened to Susie Lyle if either Israel keys or John Reagan got her her
00:51:36
body may never be found sadly her father Doug who spent so many years fighting for his daughter's cause
00:51:43
passed away in 2015 after an illness Mary Lyle continues to work with the center for hope she still has hope that
00:51:53
her daughter will be found but 21 years later it's harder to maintain optimism whenever a body is found Mary waits for
00:52:03
a phone call telling her whether the DNA matches her daughters or not which is on
00:52:09
file another victim we discussed today Donna Palumbo also became an activist for
00:52:15
victims rights in 2007 she founded an organization called Jane Doe no more which Advocates on behalf of victims of
00:52:26
sexual assault Donna was also instrumental in the passage of legislation mandating the removal of the
00:52:34
statute of limitations in Connecticut cases that have DNA evidence [Music] foreign
