00:00:05
[music playing] OFFICER (ON RADIO): We've got police officers all around your house.
00:00:14
Two new units going to get into position. I need some cover here, Johnny. [gunshots]
00:00:21
Smoke the door. [door crashing] We've got a fire. This will be our next customer right here.
00:00:25
[glass breaking] - Police. Police. Freeze. OFFICER: They decide to hurt themselves.
00:00:31
Well, I want to see a search warrant. OFFICER: You're not going to, because there isn't one.
00:00:35
Why did you stop me? I mean, you drove up to it. You crashed. [yelling] Right now, you're under arrest for being an idiot.
00:00:42
OK? We don't need to be on the news. [yelling] OFFICER: Most people we're dealing with tonight
00:00:47
are like yourself. You're very pro-police. [theme music] NARRATOR: This program contains actual police footage.
00:00:59
No reporters. No recreations. We're on our way to a B&E in progress.
00:01:04
Apparently, a neighbor has seen somebody go inside a house. And nobody's home at this house, because they're on holidays.
00:01:13
So he's phoned us and asked us to take a look. DISPATCHER (ON RADIO): Come back for 13.
00:01:18
Yeah, the house in question is the one right adjacent to the property here. DISPATCHER (ON RADIO): Your radio is very faint.
00:01:25
Is that that we've got the right house? 10-4, yes, the house right next door to the property here.
00:01:32
Hi, Vancouver police. You live here? Yeah, I just woke up. Who else lives here? Just myself.
00:01:40
I got a couple of roommates. How many people are in the house? Four. One just got home from a bar.
00:01:45
From the bar? Yeah. Who just came home now? You want to come out here? 5 echo 13.
00:01:54
[chatter] DISPATCHER (ON RADIO): 5 echo 13. Yeah, we've managed to raise somebody here.
00:02:01
We're just speaking to them at the back door. DISPATCHER (ON RADIO): 10-4 speaking
00:02:05
to a party at the back door. Oh, that could have possibly been waking me up. They just--
00:02:11
Yeah, just do that all the time. Well, yeah, they're going to keep forever. Did you just climb through the window?
00:02:18
Nah, he was snoozing too. OFFICER: Is there one more guy in there? Yeah. OFFICER: Can you get him to come out here and talk to us?
00:02:24
Yeah, sure, OK. Sorry for the inconvenience there. OFFICER: No, that's no problem.
00:02:28
OFFICER: Just the two guys in there? MAN: No, no. There's Cory, my cousin. Yeah, that's the guy.
00:02:34
- Did you just come home? - Yeah. Yeah, that'd be him. The window. What's your name?
00:02:39
Cory. Cory what? [bleep]. Sorry about waking you guys up. I guess they would have handled a knock
00:02:51
on the door a little easier. Who's actually living here? Myself. You, right?
00:02:57
Yeah. No one else in the house? No. You rent this place? Yeah, I've been here for about a year and a half.
00:03:05
Were you sitting in their back patio at any point in time? - No. - No? No. But you just climb through it?
00:03:12
MAN: Yeah, just inside here, right. Just to get up and to get into the window? Yeah, OK.
00:03:17
OK, well, they thought they saw you there and thought it was kind of suspicious, which is--
00:03:22
I thought you said there wasn't another guy in there? MAN: No. OFFICER: Oh, geez.
00:03:28
Two. How many more are in there? So is there any more surprises in there? MAN: No.
00:03:39
Or maybe we should throw the dog in. Who else lives here? Who else is living here?
00:03:49
OFFICER: Nobody can talk-- OFFICER: Apparently, there's a grow operation inside.
00:03:52
MAN: Oh, yeah? OFFICER: Just you? This is a grow op. [radio chatter] What's your criminal record for, Cory?
00:04:00
Pardon me? What is your criminal record for, Cory? Assaulting a police officer. Assaulting a police officer?
00:04:13
I'm sure you'd like to hear that one. OFFICER: I've gone back inside to get ID in respect
00:04:22
to the rental agreement from him. And as soon as I stepped in, just an overpowering
00:04:28
smell of marijuana coming up the basement steps. I asked him straight, you got a grow operation here?
00:04:33
And he said, yeah, [bleep]. So I brought everybody out, detained the guys that were in there.
00:04:43
And I've gone and secured the house here now. And in the basement there, there's
00:04:47
a full blown hydroponic operation downstairs. This is the house that was entered
00:04:53
because of a possible B&E suspect inside. And we're just going to take a little look
00:05:00
to see what's in here. As you enter in here, there's quite a strong odor of marijuana emanating from the downstairs.
00:05:13
So you can see, this house is not what most people would consider themselves wanting to live in.
00:05:22
Basically, it's just for-- they come here, eat, and sleep, and leave. They don't like to spend too much time here, because they're
00:05:31
growing their marijuana. And it's not the best place to live. That front door is pretty well fortified.
00:05:45
All the windows are blacked out. They've got all heavy drapes on them so the neighbors can't see in.
00:05:54
Down this stairwell here is where the basement is. As soon as you walk in here, the odor of marijuana plants
00:06:04
is quite a bit stronger. Down here's where all the hydroponics and whatnot are in use.
00:06:22
Here, they use the heavy black plastic. Once again, you can see that all the windows are blacked out.
00:06:32
This, again, is just to make sure the neighbors cannot see in. As you can see, they really don't care how the place looks.
00:06:42
Everywhere you see is a black plastic hanging. OK, back here is where they have the actual grow operation.
00:06:51
We're not going to go in there too far, because it requires a bit of skill and technique, and touching,
00:06:58
and dealing with anything, because those hydroponic lamps are quite sensitive to being touched and can explode.
00:07:07
There you see the plants. And all the windows, once again, are blacked out. Over on the corner here, they have an exhaust fan, which
00:07:20
they use to let the fumes out. Bit of skill is put into doing this. And over on the wall, you can see all those wires and timers
00:07:32
hanging there that are just a real mismash of home wiring job that's just a fire waiting to happen.
00:07:42
You start off on what you think is a B&E in progress, and it turns out to be a cultivation operation.
00:07:51
So it's hard to say that what a call is is usually what it ends up. Most of the time.
00:07:57
It starts off as one thing. And then at the end of your investigation, it ends up being totally different.
00:08:04
[music playing] [music playing] We've got a call of a guy who says he was robbed, that he was sprayed with some mace,
00:08:27
possibly pistol whipped. After checking with the owner or the keeper at the front there,
00:08:36
he states that this guy said that he's lost his key. We apparently have a second reportee now
00:08:45
who states that this happened to him as well, but it took him two hours to phone in.
00:08:52
So we're just going to clear the room really quick and make sure everything's OK.
00:09:12
The one guy said he was pistol whipped. [chatter] I can get these two victims down in the parking lot here,
00:09:21
and let's just see what we can get going here. OK. I'll go back and get the other guy
00:09:25
and bring our car down anyway. Right now, you've been taken in the room, and you're on the bed, and you're straddled.
00:09:30
How long are you kept in the room? MAN: 10, 15 minutes. 10, 15 minutes before they leave?
00:09:41
MAN: Yeah. So a rather short period of time that you're in the room then. What goes on in the room?
00:09:47
MAN: They got my wallet. Which was where? Your back pocket. OK, and what happened then?
00:09:55
Then he said, oh, you got more money? I said, no, that's it. Like, I had maybe 40 bucks on me.
00:10:03
And he said, no, you've got to have more money. So I said, no. And then he smacked me around and said,
00:10:09
you've got to have it in your truck somewhere. And then they said, I'm not sure if this is before or after.
00:10:17
Then they started with my PIN number. He said give, me your PIN number, because I've
00:10:20
got a MasterCard and Visa. And I said, I have no idea what it is. I don't know it.
00:10:27
Then he started smacking me with the gun. OK. What was he saying while he was hitting you, besides,
00:10:32
just give me your PIN number? Was he threatening you at that time? Well, yeah. He said, I'll shoot your balls off.
00:10:42
I'll kill you. I know you got a PIN number. You're a dead man. He wouldn't go.
00:10:49
And in the meantime, they're rifling through my things, I think. And they found my address and stuff.
00:10:56
And he said, well, we're going to shoot your wife. I'm going to kill your wife.
00:11:02
Did you hear a car leave when they left here? Did you hear them take off in a vehicle at all?
00:11:08
You didn't hear any vehicles running? No. OK. Now, in this room here when you were able to get away,
00:11:17
what did you first notice when you took the bag off your head? The first thing I did was wash my face.
00:11:25
And I blew my nose a couple of times. OFFICER: Did you see anything in the room that was out of the ordinary?
00:11:37
I'll tell you, I didn't really look that close. Nothing at all? No, it was just two beds that were made.
00:11:46
And that was it. Car is coming down now. And we can try to look for the girl and for the second guy.
00:11:55
We still don't have that second witness yet? No. Rick's going to the various locations.
00:12:00
He wants to remain anonymous. OK, I'm just going to get him to write out a statement.
00:12:07
Very much so. And then we'll go from there. Are you up to writing a statement?
00:12:16
OK, this is going to facilitate things as best possible for us, because, like we said, you're not the only one that this
00:12:23
happened to tonight, and it happened to another person as well. So hopefully, we'll be able to--
00:12:39
what I need you to do is I need you to fill out a statement as in depth and chronological as what
00:12:46
you just gave me about where you came from, approximate times. Times are important as best as you can recall.
00:12:57
OFFICER: In my professional track of opinion, I think that is legal. MAN: It is legal?
00:13:02
OFFICER: Under the motor vehicle act and regs. Now, the only other possibility would be maybe Transport Canada
00:13:09
Act regs or something. But I can't find it. MAN: Is that considered a dangerous--
00:13:14
is that considered a danger-- No, he can have up to 50 kilograms before it becomes hazardous goods.
00:13:18
MAN: Is that right? Yeah, I've looked at every single angle. However-- --checked out by an inspection station.
00:13:28
They'd certainly take that off. Probably, yeah. That would be the only other thing.
00:13:33
And then we've got 703 of the regs with cut outs or parts removal from muffler systems prohibited.
00:13:39
So when they go to shotguns, instead of going on sound for decibel reading, go to exhaust system altered.
00:13:48
Now, you've got an offense. So we can do the guys with shotguns. This guy's exhaust looks OK to me, though, unless he's--
00:13:56
is that not connected? There's no baffles in this thing right here. So he's altered the exhaust?
00:14:02
No, he's just taken the baffles out here. Well, that's an altered muffler then.
00:14:08
MAN: That's what I designed and put together. It took me about three years. OFFICER: Is that a hard tail? MAN: No.
00:14:13
OFFICER: Look at that. I've never seen that before in a motorbike. MAN: It's a '93 U-build.
00:14:17
I've been putting together for a while. OFFICER: She's working that oil, I'll tell you.
00:14:22
She rocks. Not that I would speed or anything. OFFICER: What's this over here, this nitrous, eh?
00:14:28
Yeah, it doesn't work. OFFICER: Really? Why not? Just to set up for show. Just runs it for the shows.
00:14:35
Just for good looks. [engine rumbles] OFFICER: She's got baffle. [chatter] Well, they're small.
00:14:51
[laughter] You're not going to see me right now, eh? OFFICER: Maybe. Have a good one.
00:15:03
[engine rumbles] OFFICER: You guy's got the nitrous oxide tank here. The guys were inquiring whether this is legal under the regs
00:15:12
or any of the motor vehicle act traffic acts. As far as I can tell, I don't think I can find
00:15:18
an offense in addition to that. Even if I could find an offense, it's not connected
00:15:23
and he's purely put it on for show. So it's not really a concern of ours.
00:15:27
He just obviously has it on there for the bike shows. So that's about it on that one.
00:15:32
We're going to check on the welfare of a male that's supposed to be in a sleeping
00:15:37
bag in the bushes. Somebody's been sleeping here. Got his hair dryer and everything in these carts.
00:16:16
Trying to catch some sleep? Yeah. Yeah? You're from out of town or? Yeah, I live down the East End.
00:16:25
East Vancouver? You're gonna pack up your stuff? Yeah. All right. [radio chatter]
00:16:46
No. OFFICER: Quite often in bush areas, you got squatters that have no other place to stay.
00:16:51
And in this instance, he normally lives down in a hotel down in Hastings in the Skid area.
00:17:00
He came in to Burnaby to pick cans, he says, and decided he was going to lay down for a sleep.
00:17:04
So we just got him to move on, head home. [theme music] Do you have the registration?
00:17:16
[radio chatter] MAN: Hey, hey. There's a bit of drinking going on in the car,
00:17:31
wasn't there? - It was them. I don't know. I just saw you hand a beer back to them.
00:17:36
Yes, you did. I had one. Exactly, while you're driving, right? Just coming one block from here.
00:17:45
Well, two blocks. You ran a red light back there. We're coming from Two Six.
00:17:55
OK. Just step out of the vehicle. Just make sure there's nothing else but beer in here.
00:18:01
Just hold this for a sec. Thanks. [chatter] [arguing] MAN: Come on. Come on. No, no, no, man.
00:18:37
Come on. Put your hand behind your back. Just watch behind you. Watch behind me, because they're
00:18:58
going to shoot you, right. Would you do that? Got any weapons on you there, buddy?
00:19:11
Huh? MAN: Nothing. [chatter] OK, no. You understand what you're under arrest for?
00:19:35
For uttering threats to the bouncer and causing a disturbance. OK? Let's go.
00:19:43
We'll get it. Come on. Come on. [sirens] Jamie, you associated to a gang? I'm not.
00:19:58
How long have you been in Canada? I'll be hitting on a 29. Nine years. Nine years?
00:20:07
You've had trouble with the police before, Jamie? No? You have a criminal record.
00:20:12
Do I? Yeah. What's it for? - Deferred. Deferred? Is that what it's for? MAURA (ON RADIO): Do you need anything else?
00:20:21
Maura, what's the record for? MAURA (ON RADIO): Slight victor, B&I only, and subject related
00:20:28
2-0-9 for victor and driving. Copy. Charged with assault before, Jamie? Yeah, I wasn't convicted, though.
00:20:37
You weren't convicted, though? OK. Well, what's going on here, Jamie, is your friend was uttering threats
00:20:44
towards the doorman there and the employees of the nightclub. I know that. And you guys were drinking beer
00:20:51
out here in the public place. And you and your friends are all rather intoxicated.
00:20:55
So I don't know the status of the driver of the vehicle right now, but your other friend's
00:20:58
going to jail for the night. And I would suspect you're probably going to leave the area once we're gone here, right?
00:21:04
Right. Sounds good to me. 25.172. 50 bucks. And it's open liquor in vehicle and, oh.
00:21:18
Consume. Consume liquor public place. It's 42 sub 1. Consume liquor in public place.
00:21:25
It's 100 bucks. And I'll take the guy with me back to jail. And I'll book them in for 43.
00:21:41
And he threatened to shoot one of the bartenders here. Oh, really? Yeah, he was pretty hyper as soon as I pulled
00:21:48
him over there, basically. What's happened here is Constable Prue's observed these three suspects in the vehicle.
00:21:56
It was moving at the time. She observed them commit a traffic infraction. I believe she said they went through a red light
00:22:02
without stopping. She followed them to this point, at which time she observed them consuming open liquor in the vehicle.
00:22:10
So she challenged them. We identified them, queried them on our computer to discover that the three of them are gang members,
00:22:18
and that they're noted as being rather dangerous and possibly armed. Once they had left the area here, two of them
00:22:29
walked over to the corner of the bar here. They had a confrontation With one of the doormen.
00:22:36
At that time, the suspect we arrested indicated he had a gun and that he was going to shoot the doormen
00:22:43
if they didn't afford them access into the bar. And it was at that point that we affected their arrest.
00:22:49
And he'll be accompanying us. We'll incarcerate him for the evening and, perhaps, charge him with uttering threats.
00:22:56
And we'll issue this other fellow here a ticket or two for liquor violations.
00:23:00
[music playing] INSTRUCTOR: We're going to get a little role playing in this one.
00:23:09
You're doing a vehicle check. It's two clean cut males on a motorcycle. They're driving around town broad daylight without helmets
00:23:20
on. So you're gonna pull them over and give them a traffic ticket for no helmets.
00:23:25
To help you get into the role playing aspect, you'll hear when this scenario starts, the audio direction,
00:23:31
you'll hear your partner going, control, I'm checking the following vehicle.
00:23:34
What I want you to do is talk over top of that. So call me, sir. I'll be telecoms in 1069 with motorcycle ABC123.
00:23:42
Here we go. NARRATOR (ON VIDEO): You have just stopped a motorcycle with driver and passenger
00:23:49
wearing no helmets. INSTRUCTOR: So give me a 10-69. Copy that. OFFICER (ON VIDEO): I got two males on a motorcycle.
00:24:01
INSTRUCTOR: Those plates are 10-10 right now. When the ROs are done, we'll get back to you
00:24:05
if I'm fine with the ROs. OFFICER: Copy. INSTRUCTOR: OK, where you go, you deal with these guys now?
00:24:11
You can head out and deal with these fellows. Do your normal-- Hey, guys. Can I see your license and registration, please?
00:24:19
License and registration. [arguing] License and registration, please. [arguing] What's in your hand, buddy?
00:24:29
Drop what's in your hand. Drop what's in your hand. Drop what's in your hand now.
00:24:34
I'm telling you, drop the knife now. INSTRUCTOR: Excellent. Just have a look what you had in your hands there.
00:24:40
I didn't stop you quick enough, but here you're set up. It happens, right.
00:24:46
Pepper spray's out. What do you think about spraying the guy with the knife initially?
00:24:51
Yeah, probably, is just-- I have the spray up for the other guy as he got much closer.
00:24:57
INSTRUCTOR: Perfect reaction for the first guy. And then, like you say as, soon as he pulled the knife,
00:25:01
the first reaction is well, this, is what I got, so I'll use it. INSTRUCTOR: Sure.
00:25:05
And then you sort of think, probably not appropriate, so you get this out. INSTRUCTOR: Excellent.
00:25:08
No problem with that whatsoever. Don't get me wrong. That's a multiple weapon scenario where he's
00:25:13
dictated what you had to use. The pepper spray, if anything, is a real good deterrent, if the wind
00:25:17
takes it to him or something. But obviously, how do you think about your distance
00:25:20
from this guy? Yeah, it's tough to tell. I would have like to back up more, probably.
00:25:27
Even when the first guy came towards me, I should have backed up to the PC. INSTRUCTOR: Yeah, you're close.
00:25:32
The room environment really inhibits us that way because of the confines. But your reaction is excellent there.
00:25:38
The pepper spray comes out. And as soon as you were spraying it, you're going for your gun.
00:25:42
The option to deal with to control this situation best is to use your firearm. Is he going to be deterred by an aerosol can
00:25:48
or is he going to be deterred by the muzzle of your revolver? It's in his best interest to use revolver.
00:25:54
That's the best odds of de-escalating this situation is you controlling it with your firearm, just like you did.
00:26:00
You notice you started up in front of the car a bit. The longer he didn't comply with your commands,
00:26:05
the further back you moved, making distance. The louder you got, the lower you got,
00:26:11
and the more aggressive you became with your firearm. It was a classic reaction to it, multiple weapon.
00:26:16
If you had to shoot it, if you didn't realize it or not, you're spraying and you're going out,
00:26:20
and you're coming back to, like, he's not listening to me, your hand was coming together and you're
00:26:24
getting ready to shoot. And your trigger finger was on the trigger. These are the things you don't really
00:26:29
realize in the heat of the battle, but that's not a problem. It was a really good reaction.
00:26:35
Same thing. Do your 1069 through me. It starts out the same and goes a bit different.
00:26:43
NARRATOR (ON VIDEO): You have just stopped a motorcycle with driver and passenger
00:26:47
wearing no helmets. Bravo, Charlie, 1, 2, 3. 700, Copy that. OFFICER: Yes, sir, I got two males on a motorcycle.
00:26:58
Those plates are 10-10 right now. The ROs are down again. We'll get back to you soon as we know.
00:27:02
Get the thing fixed. Yeah, [laughs] as usual. There you go. Gentlemen, can I see your driver's license
00:27:12
and registration, please? In the blue, license and registration. Your license and registration.
00:27:17
[arguing] License and registration. License and registration. [arguing] What's it your hand?
00:27:25
Drop it. What's in your hand? Drop the knife. Drop the knife now. You take one more step, I'll shoot you.
00:27:31
Drop the [bleep] knife. I'm not kidding. - Go on, take it. OFFICER: Drop the knife.
00:27:37
INSTRUCTOR: Good work. You did everything you had to do in this case. Tactically verbalizing, legally everything else.
00:27:45
He just didn't want to follow your commands. You figured, the jig is up. I'm going to come at him anyway.
00:27:49
Again, your verbal reactions are elevating the longer he didn't do what you did with several curse words thrown
00:27:55
in there, which is, under the heat of the battle, that's normal. OK, there's your paycheck.
00:27:59
You're going into a bank now. You're going to cash your paycheck. NARRATOR (ON VIDEO): You and your partner
00:28:06
have unexpectedly come upon an armed robbery in progress. You're just kind of moseying along.
00:28:11
Going to cash your paycheck here. Don't move, man. [yelling] [gunshots] INSTRUCTOR: Good work.
00:28:21
Go pick your paycheck up, quick. [laughs] I'm glad to see you guys are getting rid of that.
00:28:26
One of the drills in this particular one is what I played earlier in the day about,
00:28:30
in the heat of the battle, what's in your hand. Yeah, and that happens a lot.
00:28:35
But I'm glad to see you guys are getting rid of it to do the shot. And every time you go to shoot, you
00:28:39
go right down to the crouch, whether you're in cover or not. So you make yourself a good, small target.
00:28:43
We'll see how you did shot wise. There's some problems with that. But if that's all you've done, then
00:28:49
it's a habit you're used to, you're not going to change under stress. There's no doubt.
00:28:52
One of the problems is, if you do have to shoot and drop at the same time, it's a time element.
00:28:56
Your accuracy, sometimes, your shots go down with you. But it seems to be quick enough.
00:29:01
You're doing a quick enough that it's not a problem. OK, let's see how you did here.
00:29:07
Two hits. Two misses. Again, to keep track of the clock here in this one. I don't think you're out of the holster yet there.
00:29:16
6/10 of a second. You're out of the holster and placed around center of mass.
00:29:25
It continues to boggle my mind how little time this stuff happens in and how well you guys do.
00:29:33
First shot, center of mass. Right on. 6/10 of a second. Just over the ear lobe there.
00:29:46
I'd call that a hit. Certainly, an owie. And your last one right in there. So your last three shots were almost,
00:29:53
if you drew a circle in the screen, one little tight group, which is good. All in a minute, second, and a half.
00:30:00
1.5 seconds, four shots of your fired and two of his in a second and a half. And that's from the holster.
00:30:13
NARRATOR (ON VIDEO): You and your partner, along with backup, have responded to a silent alarm
00:30:17
at a warehouse. Your partner is about to brief you. OK. Walk straight up. You walk down this side of the aisle.
00:30:28
Just keep checking with me to make sure everything's OK. The other guys are coming in from the back way.
00:30:32
So we'll meet up with them halfway down the warehouse. Keep your radio turned down.
00:30:36
For Christ's sake, don't shoot me. INSTRUCTOR: OK. Look out. Look out. Behind you.
00:31:18
Look out behind you. Drop it. [gunshots] [shouting] [gunshots] SUSPECT (ON VIDEO): Don't shoot, man.
00:31:26
Don't shoot! - Drop it! Drop the-- INSTRUCTOR: All right, good work. That's good.
00:31:33
Four shots fired. Buddy was still continuing to fire two more. Lowlight situation, it'd be tough to tell
00:31:41
if your rounds were hitting. Four quick shots, then you could see the crowbar coming
00:31:47
up again followed by two more. So how would you feel about shooting rounds in such a dimly lit area when your partner
00:31:54
is near there and you're-- Well, yeah, but at the same time, if you don't fire them,
00:31:59
he's going to get some more. INSTRUCTOR: Exactly. It sort of comes with the job, unfortunately.
00:32:12
OK, so you hit him, again, 5/10 of a second, half a second in time. Your gun's out and up already.
00:32:21
Gives you the benefit for your action. And I think you two traded blows. I think you hit your partner as you shot him.
00:32:28
So that's excellent. OFFICER: We get lulled into a false sense of security sometimes in our job, because the vast majority of people
00:32:34
that we deal with, even in an officer violator contact, are for the most part polite and cooperative.
00:32:40
Or if they're not cooperative, they're at least manageable. This thing without making you paranoid
00:32:45
does bring back the fact that there are certain risks and certain inherent risks
00:32:50
that go with our job. And we have to be prepared and be capable of dealing with those if and when they do arise.
00:32:55
[music playing] OK, we just got a call of a man with a gun call. Supposed to be at Broadway and Quebec right now.
00:33:06
We're just a couple of blocks away from there. The suspect vehicle is a white Mustang.
00:33:09
Supposed to be coming out from the area of Broadway and Quebec right now. We're going to try to head up that way
00:33:14
and see if we can find it. I think I see the Mustang. Mustang's just coming out of Quebec and Broadway.
00:33:20
It's coming up from the restaurant just on the corner. And it's now northbound on Quebec coming right at us.
00:33:25
We're just going to do a U-turn here, see if we can get behind them. We're just behind him right now.
00:33:34
It looks like we might have a chase. We might have a chase. No, he's slowing down.
00:33:36
He's slowing down. Opening his door. He just dropped something on the ground there.
00:33:40
We'll go get it afterwards. Let's see if we can get him stopped up here.
00:33:45
OK, we've got him stopped just around the corner here. We've got a few units with us.
00:33:48
We're going to try to do a code five takedown here. I'm going to run back and get the bag.
00:33:53
MAN: Coming out. Get on the mic. [radio chatter] Driver, shut your car off. Put your hands out the window.
00:34:15
Driver, drop the keys out the window slowly. Drop them. Drop the keys on the ground.
00:34:41
Driver, slowly exit the car, keeping your hands in the air. Get out of your car with your hands in the air.
00:34:49
Turn around slowly. Drop your cigarette and keep your hands in the air now. Keep your hands on top of your head.
00:35:07
Step away from the car. Turn away from us and get down on your knees. [dog barking]
00:35:28
Don't move! Lay down! [dog barking] Face down. Face down. [dog barking] All the way down.
00:35:36
[yelling] Cuff him, Brink. [dog barking] Put your hands behind your back. [dog barking]
00:36:03
OFFICER: You're under arrest for possession of narcotic. You have the right to retain and instruct counsel without delay.
00:36:06
Do you understand that? If you can't afford a lawyer, a legal aid dealer can be provided for you free of charge
00:36:11
and explain the legal aid plan to you. Do you understand that? Do you understand your rights as I'm telling them?
00:36:16
- Yeah. - Good. Do you want to call a lawyer? - No. Good. You'll have that opportunity.
00:36:22
See, the only problem was I was driving right behind you when you threw this bag on the ground.
00:36:26
I wasn't throwing anything out of the car. I watched you. You're the only person in the car and it contains narcotics.
00:36:30
You're under arrest for possession of narcotics. I didn't throw anything on the ground.
00:36:35
It appears the white bag that he's thrown out of the vehicle contains a leafy substance that we believe to be cannabis.
00:36:41
Also containing numerous flaps of probably different types of either cocaine or heroin.
00:36:47
We'll have to determine that by some form of analysis. But my belief is that it'll be flaps of cocaine
00:36:54
and a bag of grass that he's thrown out the window. He's got a lot of money on him.
00:37:04
Yeah, he's probably a drug dealer judging by the way the flaps are put together
00:37:07
and the way the marijuana is bunched up. OFFICER: Wade, could you come in here? I thought you didn't want to say anything
00:37:16
to me without a lawyer. You have something you want to tell me? I don't know what you're talking about.
00:37:20
Any idea where this would come from? I don't even know why you guys stopped me.
00:37:22
Why, where'd you find that, on the floor, on the street, you try to blame it on me.
00:37:26
I don't know if [bleep]. We were on our way to a man with a gun call that was supposed to be around the area
00:37:31
of Quebec and Broadway Street. The suspect. Vehicle was a white Mustang apparently leaving the area.
00:37:37
We just happened to be a block or two away and we observed the white Mustang coming out of the area
00:37:41
that we were supposed to be looking for. We started to follow the vehicle. He was going westbound on 8th from Quebec Street.
00:37:48
He's going at a slow rate of speed, not stopping, even though we had our emergency
00:37:51
equipment activated. And he slowly almost came to a halt, opened his driver's side door, and dropped
00:37:57
a white bag on the ground. We then followed him for another half a block where he was taken
00:38:02
down in what we call a code five vehicle stop due to the fact that we believed he may have a weapon in his possession.
00:38:09
It's all done for the safety of everyone involved. OFFICER: Hi, there. MAN: Hi.
00:38:12
How are you? OFFICER: How are you doing? MAN: Fine. In a hurry. OFFICER: What are you in a hurry for?
00:38:17
MAN: My wife is freaking out. OFFICER: Your wife's freaking out. Why is your wife freaking out?
00:38:23
Because you've been at the bar all day? - No, no. - No? I haven't been. No?
00:38:27
No. OK, you got a driver's license, registration? MAN: Not on me. I'm coming from my accountants right now.
00:38:33
OFFICER: OK. How much you had to drink tonight? [radio chatter] MAN: Had a beer.
00:38:38
OFFICER: Just one beer? MAN: Yeah. DISPATCHER (ON RADIO): Described as 5' 10",
00:38:41
dark hair, wearing green jacket, no shirt. OFFICER: What's in the bag down there?
00:38:45
MAN: Six pack. OFFICER: Six pack? MAN: Picked it up. OFFICER: Where were you drinking?
00:38:49
MAN: I had a beer at The Flamingo. OK. Do you know why I stopped you? MAN: Yeah, because I was speeding.
00:38:55
Yeah, you went blasting by me pretty fast, didn't you? I didn't see you.
00:38:58
You didn't see me? Marked police car, you didn't see it? No. My wife's pregnant.
00:39:05
Your wife's pregnant? And she's freaking out? Well, she's got labor pains.
00:39:09
She's got labor pains right now? I got a phone right here. You better phone her and tell her
00:39:14
you're going to be just a little delayed for a few minutes, OK? Yeah. He states he has been drinking at The Flamingo Hotel.
00:39:20
He's not at the level of impairment that I would take him back for a breathalyzer test.
00:39:24
However, I'm going to be suspending his license for a 24 hour period. And I'll probably make sure he gets on home
00:39:30
as well, since he claims that his wife's having some labor pains. [theme music]
00:39:45
[ROCK MUSIC BLARING INSIDE TRUCK] OFFICER: It's the police. Open up. He's intoxicated.
00:40:43
Open up. He disconnected stuff from the hood. Hello? Can we break it? He's got his finger on the volume.
00:41:20
OFFICER: What? He's got his finger on the volume. OFFICER: Can you jar that open?
00:41:26
Do you have a knife or something or a crowbar? It's the police. Hello. Unlock your truck, please.
00:41:44
Hello? OFFICER: Well, he turned it down. OFFICER: Can you unlock the truck, please?
00:41:58
If you don't unlock it, we'll break the window. Open up the window. Open up the door.
00:42:09
That's it. Unlock the door. What's your name? Robert. Robert? You've been drinking tonight?
00:42:40
[mumbles] Pardon me? Is that a serious question? OFFICER: I asked it, didn't I?
00:42:50
OFFICER: What's your name? [radio chatter] MAN: Excuse me? - What's your name?
00:42:55
Rob. Rob? Whose car is this? It's my brother Rick's truck. Where does Rick live?
00:43:04
Chieftain or something like that. Where do you live? Right here. Right here? OK, have you been drinking tonight?
00:43:13
A little. Yeah? A little too much? Probably, yeah. Do you know that-- you know you can be charged with care
00:43:20
and control of your vehicle, which is like an impaired charge just by lying behind the wheel
00:43:25
with the keys in the ignition? That's big trouble. - Is it? Yeah. Where's your driver's license?
00:43:33
I don't have one. You don't have a driver's license and you're driving?
00:43:37
No, I'm not driving. Well, how did the truck get here? My brother drive here.
00:43:42
I've just been sitting in the car sleeping. Do you have ID on you? Yes, ma'am.
00:43:47
Can we see it? Yeah. Rommel. Rommel, I'm just going to go run them and stuff.
00:44:04
No, we've got his brother. Is there anything we need to know about Richard? Sorry to have to close the gate on you guys tonight.
00:44:15
Make sure you get in the door there. Excuse me, you're trespassing-- No, we're not.
00:44:20
We're here on official business. Jeez, you guys are awfully nice to walk me right to the door tonight.
00:44:27
Yeah, we want to make sure you can get the key in. Can I put this right into my pocket here?
00:44:30
You sure can. Thank you. It's a good thing you guys are police officers. You follow me this way.
00:44:43
There's a step there. Good night. Can I borrow your light there for a sec? Thank you.
00:44:59
Great. Have a good night. It's a great thing guys are on the job tonight, otherwise, we'd all be in trouble.
00:45:10
OFFICER: Of course. - Thank you. OFFICER: All right. See you. MAN: Have a nice evening.
00:45:13
OFFICER: Yeah. [theme music]
