00:00:10
we've got police officers all around your house we get a fire this will be our next
00:00:23
customer right here please they decide to hurt themselves you're not going to because there isn't
00:00:33
one why are you stopping me I mean you drove up to it you crashed right now you're under arrest for being
00:00:40
an idiot okay if you mind we don't need to be on the news tonight are like yourself you're very
00:00:47
poor police [Music] program contains actual police footage no reporters no recreations
00:01:01
what you've got here is uh some examples of the Common Street drugs that we deal
00:01:06
with and uh I'll just go through some of them this is called an eight ball of cocaine
00:01:12
it's 3.5 grams or 1 8 of an ounce that's the most common bulk size that is sold
00:01:18
in sold in a small package like that to a user who would then break off pieces as required for their own personal habit
00:01:26
or sometimes the users will break this eight ball down further into smaller packages and then continue to sell those
00:01:33
packages for an additional profit some of the ways that the larger quantities are broken down is a small quantity to
00:01:40
be put into a paper deck here's an example of a professional deck that tells you how to fold it it's just
00:01:46
basically a two inch square of paper folded in a intricate fashion to form a small deck
00:01:53
square piece of paper like this and this deck is either a quarter or a half a gram of cocaine and then that's sold on
00:01:59
the street for approximately fifty dollars for the half gram in that fashion another method of packaging the cocaine
00:02:07
this became quite common here in Vancouver is these small plastic wrap balls again it's usually an eighth of a
00:02:14
gram to possibly a little less than half a gram of cocaine placed in a small piece of plastic the Plastics then
00:02:21
wrapped up in a ball tied at the top usually with dental floss or some other fashion and then the package is sold to
00:02:27
the customer in that fashion usually for about 20 25 dollars for about an eighth
00:02:33
of a gram slightly more if it's a slightly larger package wrap ball they're easily concealable they're
00:02:38
easily disposed of by having it in a plastic package like this or wrapped up in some sort of package like that common
00:02:46
method of transportation is carrying it in the mouth two reasons for that you can quickly swallow it if you're
00:02:52
approached by the police and it's easy to get rid of in that fashion as a result we have to be extra careful to
00:02:58
apprehend these people and prevent them from disposing to the evidence spit it out
00:03:25
yeah I got a jack so far he's got his big problem hey come on come on [Music]
00:03:39
right there right there right there you got it get it out come on we know it's
00:03:44
there you're not gonna swallow it I guarantee it you got one here open don't move
00:04:09
it we win you lose [Music] paper and uh here [Music] all right hey bro somebody give me a plastic thing
00:04:29
I got it I got it like a Chinese acrobat fire okay you're under arrest your possession of
00:04:49
cocaine and maybe hero was too okay hey I can't hear you my ears [Music] relax
00:05:15
you lose we win a lot of the drug addicts will put the narcotics in their mouths and try to swallow it to get rid
00:05:21
of the evidence we try a discursion doing that because the only way we've got to stop them from swallowing the
00:05:26
evidence is basically putting a choke hold on them and prevent them from swallowing and it's kind of a messy
00:05:32
business because we're trying to get the drugs back and they're trying to get
00:05:34
them down their throat as a result we enough new types of battles basically to preserve the evidence
00:05:47
are you good age confirmed thank you what first comic was I hope I have AIDS because now you do and a second coming
00:05:59
was I have AIDS um what we had here is we just came across a couple of the uniform beat men who uh
00:06:07
were attempting to arrest an individual that we had uh [ __ ] balls plastic wrap balls of cocaine
00:06:13
in his mouth they grabbed him by the throats of her and I'm swallowing it and
00:06:17
had him on the ground and we're wrestling with them uh the object was to get the drug out of his most before he
00:06:22
could swallow it have you just come upon this we just came in and gave him assistance in securing the guy and
00:06:28
holding him down removing the cocaine from his mouth and then put him into proper custody which he is now at the
00:06:33
present time they're going to deal with them and he's still quite anxious and
00:06:36
he'll be processed and dealt with the normal fashion [Music] laughs [Music] it's not a straight nine to five job
00:07:03
there's shift work which I I don't mind at all it's just the excitement there's
00:07:07
something a little bit different every day and I've just received a message [Music]
00:07:23
10 port okay what's uh seems to be the problem here um at this point here we don't know if
00:07:32
she's she appears that she possibly taking some drugs next door neighbors just found her walking around no one's
00:07:39
asking me yeah confused what's been going on tell me what's really a party
00:07:44
going over here possible drug overdose the next door neighbors know her and then just should give you any
00:07:56
information at all uh my name is does she have any identification whatsoever any marks uh no marks no
00:08:06
breaks no blood nothing what are uh for pupils look like they they're even reactive but cheap there's some there is
00:08:14
some alcohol on her breath really and she's just giving us an appearance of human right up your eyes I've taken some
00:08:19
sort of drug okay I'm gonna talk to the neighbors uh you're gonna transport shortly yeah
00:08:24
we're going to be taking we just got in here we're going to kick off okay so I'm going to talk to neighbors
00:08:29
find out where she's from what what the story is uh with her okay I'll talk to
00:08:34
you guys in a second don't leave before you talk to me unless she gets worse you
00:08:37
bet thanks sir do you know this lady at all have you ever seen her before you never have she's never showed up in the
00:08:44
door before okay can you speak her her language do you think no no no no what nationality do
00:08:52
you think she is a native Indian name okay no problem all right we'll uh we'll
00:08:58
look into it we'll make sure she gets the hospital [Music] was she asked me ask we were staggering around here and
00:09:14
this should be appeared around here besides Violet we can't get anything else out of it chances are she may have
00:09:22
just been intoxicated maybe mix a little drugs actually I'm going to say more
00:09:27
drugs yeah she just she's got that look about her marks on her arms no marks on
00:09:32
her arms okay we'll uh we'll follow you to Surrey Memorial hospital and see if
00:09:35
we can find out a little bit more I just want to make sure there's no criminal
00:09:38
activities involved with a straight overdose doesn't want to seem to tell us
00:09:41
much doesn't they yeah she's asking us why we want to know these things she's
00:09:45
pretty uh mum's at work I'll leave my car at the hospital I'll see at the
00:09:48
hospital thanks for the call Mr Ford it's bad stuff yeah okay stay at the hospital yeah
00:10:10
wandered around one neighbor's yard the neighbor never bothered to call us the
00:10:14
second neighbor was out in the yard had enough sense to give us a call she was asking for help I just want to make sure
00:10:21
there's no um nothing involved that she wasn't beat up or or forced to take drugs and stuff
00:10:29
like that I want to make sure it's basically totally natural and if there is drugs on her then she'd
00:10:34
be looking at a charge of uh possession of the narcotic just looks like a little
00:10:39
bit of cocaine overdose oh it's hard to say it sounds like it's closer all right
00:10:43
how is she is she coming too yeah good so she's able to tell you who she is yeah
00:10:48
okay where do you put 18. 18. okay great thank you okay okay they're just they're just dealing
00:11:04
with her right now and getting her ready so we'll give them a little peace and
00:11:07
quiet oh hey hey hey hey relax okay you're gonna arrest for being intoxicated in a public place okay
00:11:16
[Music] okay you're under arrest for being intoxicated in a public place you have
00:11:26
the right to retain the instruct counsel all delay all right cool let go violet well
00:11:33
violet okay that's it I'm fine thank you okay Violet you understand why you're under arrest
00:11:43
right we're going back to jail and call a lawyer we'll get back there okay
00:11:47
all right you get our last name no no they have it up maybe she wouldn't give
00:11:52
a name no okay thanks a lot all right Violet you're not oblige Sans and two events and you do say maybe give
00:11:58
them an Evidence you understand yeah what we're going to do is a hospital you're not Cooperative with them we're
00:12:04
going to take you back you're going to go to jail When You're Sober in the
00:12:08
morning we're going to let you go okay no charges and why are they there well you weren't being very Cooperative
00:12:17
with them tell me there well they're there to help you and you refuse their help do you understand
00:12:25
okay well you do what you want how much we had drink tonight violet it's none of your business it's none of
00:12:36
anybody's business well it is my business you guys don't even know how to
00:12:39
take care of a person B wash your hands right well we'll talk about that when we
00:12:48
get back [Music] that's the same old story of the Three Memorial deals with people like this all
00:12:55
the time they're brought in they uh they become very belligerent and sometimes
00:12:59
very violent towards the staff there and in turn we're called that was maybe a
00:13:03
good thing that we're just we're just there and follow the ambulance in because we would have been called back
00:13:07
regardless can you tell me how much cocaine you did tonight okay you told the ambulance a tennis
00:13:15
said you did do some hours ago you did two lines three hours ago yes right how many how many beers
00:13:26
did you have two all right none of the alcohol no nobody said that when we uh get this intoxicated person
00:13:38
back to the jail cells she'll act one of two ways and she'll either be very uh
00:13:43
cooperative and quiet and polite or she'll be very violent and she'll resist
00:13:47
and she'll want to fight and if I don't miss my guess if I'm not mistaken I'll say yeah I'll put my money
00:13:54
on she's going to be a fighter okay I want you to be cooperative [Music] you're in here until you sober up
00:14:08
I am sober well you're not you're not so you're not sober enough how's that
00:14:14
no no it's sober we have an intoxicated female both with drugs and with alcohol
00:14:20
no but you've had a bit too much strength tonight thing I was I was just going home what's
00:14:27
the problem give me a break okay hey hey there's a lady standing here watch your
00:14:32
language there's one right across here I don't see any ladies around here ladies don't
00:14:38
don't swear right yeah right so don't swear ladies don't swear so what's your
00:14:43
[ __ ] problem tell me what your address is none of your business do you have a date of birth no I don't all
00:14:50
right we're gonna put you in jail Violet okay go ahead it'll be released in the
00:14:53
morning when you're sober after you give us some information well I'm not gonna
00:14:56
be sober I'm not going to be right because he will be sorry it's not right
00:15:02
no business [Music] well we'll be more than happy to listen to you in the morning if you want to
00:15:20
report an assault a man has assaulted me you guys don't even think about it well listen if you
00:15:28
want to report an assault I'll investigate it for you guys don't give up
00:15:34
[Music] just watch your feet yep watch my feet watch my feet because I'm good I'm with
00:15:58
it I'm just checking your clothes I'm not checking anything else you that's enough that's enough
00:16:07
[Music] Violet okay foreign [Music] [Music] [Music] [Music] did she everybody look at that
00:17:23
have a nice night okay oh absolutely absolutely Chicago you got some stuff for that
00:17:46
[Music] thank you [Music] that's the hazards of doing police work got the guns yeah she broke some of it
00:18:03
but she bit through my pants she's 13 years of police record that's the first time I've been bitten oh yeah she
00:18:12
got she got me a good one last time a couple years ago I'm more worried about the other diseases
00:18:23
I would live with tetanus she uh she actually broke the skin yeah but Mr pants is in between her yeah the
00:18:34
pants was in between so it probably saved the rtcc for her oh no she's staying right
00:18:43
where she is [Music] or violent she chose to be violent we have um good idea to photograph of those that
00:18:57
bruise on my legs so I get her for a salt peel I want to I think Dearborn yeah if you would please
00:19:06
what we did was for our own protection we arrested her for uh being drunk in a public place so
00:19:11
we get her back here in cells and I told her that she'd be staying with us until
00:19:14
she was sober she didn't like that idea too much so when we booked her in cells
00:19:18
she became violent we wanted to get the handcuffs off her once the handcuffs were attempting to be removed that's
00:19:24
what she locked onto my leg and bit into it so now instead of just being released
00:19:29
when she's sober in the morning she'll be served a promise to appear and she'll
00:19:32
be charged for assaulting a police officer so what started as nothing for her is going to end up in the court
00:19:38
appearance for her the author of her own misfortunes [Music] can I just leave these with you sure
00:19:53
you mark these date time initial and this will then become an exhibit in evidence in court you're concentrating
00:20:00
on taking the handcuffs off that's your first thing the other people are restraining her that's that's their job
00:20:06
and as soon as as soon as I saw her head move in that direction I knew what was coming down but I couldn't get out of
00:20:12
there on time and the first thing you feel is her teeth going into your your leg the first thing that really concerns
00:20:19
you the most is whether she's infectious and that's what bothered me most of her
00:20:24
of all and that just runs through your head so probably later on I'll uh when
00:20:28
it quiets down I'll run up the hospital and see what they have to say about it
00:20:31
let them look at it but it was time being just going to kind of live with that part of the job it's one of the sides of
00:20:40
the jobs that nobody appreciates [Music] being stopped uh nope two reasons you ran the red light back there
00:21:02
well I almost read my opinion by the time you went through it whatever and secondly
00:21:08
um you have no lights on or no tail lights anyway see no tell us are your dash lights
00:21:13
working yeah you have a driver's license handy yeah oh so that's what Drew my attention to
00:21:22
begin with I thought they were working that's really weird huh [Music] are you coming from Circle uh just from
00:21:32
my uncle's house you have another drink tonight I had about three beers about it
00:21:36
you look like you're all right excuse me look all right you just had three throughout the whole night from about
00:21:42
seven o'clock I'm sure you still lonely serious sir yep do you have a Harley uh
00:21:48
yeah it's all right in independent yeah okay well I suggest if you get those
00:21:52
fixed there's a gas station 96 and uh 128 they're pulling there get a new fuse
00:21:57
for your lights before you continue but then you come to a light if you can stop
00:22:01
yeah whatever one you feel more comfortable with okay no problem okay I'll just go check the fuse and put so
00:22:08
you have some tail lights somebody ran into you okay good night take care okay this is some type of domestic dispute
00:22:19
between two brothers uh one Brothers come home uh extremely intoxicated and the other brothers ran over the house
00:22:29
that he's gonna get beat up so of course he phones listen or go see if we can straighten this problem out
00:22:35
front what seems to be the problem with your brother tonight drunk he's drunk again
00:22:40
that's all and he booted your front door well he come back here looking for something to beat up on some guys with
00:22:44
he wanted my crossbows this that and the other thing I told him get it forget it
00:22:48
get out of here how long did your brother get a hold of a crowbar or something uh not that I know of what's
00:22:53
your brother's last name Samuel zero yeah Bravo 20. bro 20 is 10. Bravo 20 from
00:23:00
portable constable 10. we may have your brother already that's all skinny guy looks Indian that's him
00:23:07
yeah long long black hair [Music] 10-4 we're on a complaint that he kicked his brother's door and thanks a lot Rob
00:23:15
the Constable Menard will be in touch with you shortly hey you'll be happy to know we have your
00:23:20
brother in custody right now good all right there he's under arrest for being
00:23:23
drunk in public place he'll be released in the morning when he's sober well you can have a chat with him
00:23:30
tomorrow and you can make arrangements for him to pay for him stay where he is for you know well he's not going yeah
00:23:35
he's like he's not going anywhere tonight okay we've got rid of the problem for you yeah really oh of course
00:23:41
Solace abandoned solution isn't it all right so um you're left to fix your door now yeah
00:23:48
like okay exactly all right good night sir good morning yeah good morning we'll see you
00:23:55
later well hopefully not tonight I think we'll be there within two minutes is
00:23:59
this the mail passed out in the washroom could do the original call down there she's asking for coverage so it's
00:24:11
probably a problem down we had we're called earlier to a man pass on the ladies washroom at the turf
00:24:18
Hotel however we were canceled and now we're we're reattending some we're not
00:24:24
exactly sure what's happening down there probably the mail came back and it's
00:24:27
causing a problem oh yeah and the staff at the turf hotel are asking for the police back in that file
00:24:34
back there the gentleman was uh afraid of his brother come back drunk and kicking his door in again that's why he
00:24:40
called us but what happened was we initially were going to be attending as backup to uh Constable Tan's file a man
00:24:48
with a crowbar at the Dell Hotel looking for trouble and sure enough that was the
00:24:53
this guy's brother both files were related the guy is now in custody he's in jail
00:24:58
and he's our guest for the night a drunk in a public place he'll be released in
00:25:02
the morning when he's sober and that's so often the case we get one call and
00:25:06
then another one comes in and they're related had we not got this guy originally at
00:25:12
the Dell Hotel there's no no telling what type of trolley would have gotten himself into tonight
00:25:20
looks like he hasn't been feeling too well nope left turn 43 lcla you know we know
00:25:34
the gentleman here that was found passed out in the washroom the lady's washroom
00:25:37
at the turf hotel where we are now and you can see from the marks on his arms and blood from his nose he's gonna
00:25:49
scrap them [ __ ] down off cameras are all up well it's part of the job sir watch
00:25:55
your head watch your head getting in there watch your head [Music] save your thrust for somebody who cares
00:26:06
does it give you a hard time in their room no no you're just cleaning himself
00:26:09
up in the ladies washroom well what happened when I get here they just cancel me because they woke him up he
00:26:15
didn't want to go with the ambulance and uh he was gonna walk home and he came back
00:26:22
and started bugging the ladies again so it was just what we thought he left and then we were canceled and he came back
00:26:27
and started started procrastinating yeah so that's when I decided he should probably come with me that's a good idea
00:26:33
it'll be one less problem for us to handle tonight 10 just got the guy with the crowbar
00:26:39
and was related to gospel Menards file the brother kicking in the door so what's next let's go get some of our
00:26:48
bad guys [Music] three children age seven and nine were asking the call comes up we don't know
00:27:05
uh you don't know what to expect and that's all right that's what keeps it interesting
00:27:15
[Music] [Applause] [Music] [Applause] who owns the house who owns the house out here
00:27:42
[Music] come on downstairs I want to talk to you come on downstairs pardon private party yeah but I want to
00:27:55
talk to you yeah [Applause] [Music] oh well oh you're gonna have to tell Daisy
00:28:20
to come out here I'm staying here [Music] [Applause] [Music] February 12th yeah
00:29:00
[Applause] [Music] [Applause] thank you [Applause] [Music] back [Applause] [Music]
00:29:25
[Applause] job one of two options here [Applause] okay well most of the kids are of age yeah
00:29:51
um we could bring back the petty wagon the owner of the house isn't there right now
00:29:57
they won't identify who's there the girl says she stays there but the owner of the host the guy who actually
00:30:04
owns it he's not there right now okay see yeah but we're going to be you know
00:30:09
let's pull back let's pull back here for now and then we'll see what we can do in
00:30:12
a bit get the van coming up yeah we'll make arrangements to get the van off and
00:30:16
uh protect my car here [Music] oh my God foreign [Applause] [Music] [Applause] I'm just telling you I'm bringing the
00:31:06
Paddy Wagon up right now I'm putting it in place so listen so that if I have to come back
00:31:15
come back then there's people going with me seriously protect or whatever so listen so now you know but if you see
00:31:25
me come down here again that's what I'm done to do you're going to go do that right come back okay if
00:31:32
there's any personal lawful use enjoyment or operation off their property so it's the enjoyment and
00:31:37
lawful use the 431b 43150 the and Crown Will Go On on me on repeat offenders where they're blatant disregard for the
00:31:48
peace and Tranquility of the neighborhood it's done so yeah that's what we go with it's good the calls are
00:31:54
continuing to come in on the house party we attended earlier tonight 140th Street so what we plan to do is
00:32:04
we're going back as I told them with the with the Paddy Wagon and um with some more
00:32:13
some more members to uh to let them know that uh I meant what I said we'll go from there
00:32:32
why are you Daisy your dirty girl I'll stand under here if you don't mind
00:32:40
where's um you live here by yourself no okay who owns the house my parents your
00:32:46
parents own the house are they home tonight no do they know you're having a party no they don't they don't I wasn't
00:32:53
even have a party and people told everybody that I was having a party and they came trash my house okay where were
00:32:59
you when I came here tonight I was here about maybe an hour ago I was at the store I was so mad I was

00:37:32
no drugs or hair tester hold on baby how long have you been at this business for waiting for buses
00:37:58
four or five months how about you inspiring four months and 19 years 19 years are
00:38:08
you serious what made you get into this better bus transit out here it's Transportation oh I realize uh
00:38:18
that's right it was 100 miles so how long have you been involved in serving the public for
00:38:23
how long have I been taking the public transportation for five minutes five months 19 years
00:38:30
let's start training slows everything down well we certainly can't support your uh
00:38:36
your business but at least be careful all right nice we sure that no one gets us
00:38:45
oh no I wasn't all right ladies you're welcome see ya I'll give a shake
00:39:07
[Music] thank you what we've got here is an example of a buff this is one pound of glucose that
00:39:22
can be purchased probably in any drugstore or drug supply store and this particular one is 2.89 so it's very
00:39:29
inexpensive as you can see uh on this sample here it's a fine white powder very similar to either cocaine or heroin
00:39:38
it's used to mix with the pure cocaine or heroin to one cutest percentage so
00:39:45
it's not as strong and the example of heroin you'd mix four to one so you'd mix four ounces of
00:39:52
buff to one ounce of heroin and you end up with five ounces so you'd have a considerably larger bulk to sell in the
00:40:00
case of cocaine it's normally cut a lot less perhaps one to one so it it's less
00:40:07
strength but you double the amount of actual drug you've got for sale and increase your profits and it looks very
00:40:12
similar to the the cocaine drug itself and the mixing process was quite often used first of all to mix the drugs
00:40:21
together is these types of scales here and we've got an example of three different kinds uh the electronic scale
00:40:27
here what will happen to balance the scale is you can throw a bill on it and the ways
00:40:34
as you can see on the scale exactly one gram you can then use that to balance your scales you then add a gram or two
00:40:41
or three or four or how much ever buff you're going to add to your initial drug
00:40:46
mix added together and then package that as uh for sale so when we're looking for a possession
00:40:54
for the purpose of trafficking we're always looking for scales of this nature
00:40:58
buff as we've seen here is glucose and from that we use that type of evidence
00:41:03
to show the courts that this person is not only using the drugs for his personal use but that he's packaging
00:41:10
them and cutting them down and putting them into a situation where he would actually be going to sell those drugs on
00:41:16
the street and this is part of the paraphernal we use to show the courts that a purpose that the person is
00:41:22
preparing drugs for trafficking and we've just arrested them before he's
00:41:26
actually gone out to traffic them called his connection to meet them up here at Goran Pender the undercover
00:41:42
operator is radioing US telling us where he's going now we're just going to
00:41:46
follow them and arrest them when the deal occurs is going into Lane around the corner to
00:41:51
get it brought by a bus I'll be driving by in a sec okay he's crossed to the north side of
00:42:00
the lane behind a pole there if you can park right there who's everything Camaro
00:42:03
I'll block him for you it's making the cocaine up behind the dumpster I think he's gonna rip us
00:42:15
that's what I think is happening sometimes it'll happen is um if a person doesn't have any I'll make
00:42:21
some up you'll use gyprock a piece of concrete put it in the usual paper and
00:42:26
then bring it back and pass it off as cocaine and take your money and rip you off that
00:42:31
way I think that's what this Bell is doing right now making it up okay you use drugs for who am I talking to
00:43:04
[Music] thank you [Music] no money at all who do you use everyone track my mic yeah
00:43:35
this one like a toilet in there yeah what we've got is one of the parties involved in selling the
00:43:58
narcotics to our undercover operator uh this one met with the recover operator and took them for a clear walk finally
00:44:05
put him down the stairs uh this one went off uh for a while the undercover operator was my second Oriental nail
00:44:11
this one came back an exchange was made of money for drugs between the undercover operator and this one and we
00:44:17
just arrested this one after we ran into an apartment block and we're now searching them for additional drugs and
00:44:22
a lot of money we've recovered nine dollars but it's not sufficient to quantity for the most undercover
00:44:28
operator paved for the drugs who were looking for the balance of the uh the money
00:44:33
here's the wagon we found an initial small quantity of cocaine in that uh green package we found on the floor when
00:44:41
we arrested them between the two of them unfortunately we can't put it in either
00:44:45
one of their possession uh we can't prove that that package wasn't there
00:44:48
prior to there going into that little alcohol so not being able to put cocaine in their possession means we're just
00:44:53
going to seize it uh for an okay seizure we're just going to destroy it uh he'll
00:44:57
be charged with the traffic New cocaine to the undercover operator only unfortunately we won't be able to do an
00:45:02
initial charge of possession of the purpose for the fact we can't put them in perfectly in possession of that
00:45:06
particular main package foreign [Music] [Music] foreign [Music]
